SEAProTI Establishes Phuket Coordination Center to Strengthen Regional Field Operations for the Translation and Interpreting Profession
7 February 2026, Bangkok—The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has moved to expand its regional operations to enhance coordination efficiency and professional services at the local level. At its General Assembly meeting held on 6 February 2026, the Association resolved to establish the SEAProTI Coordination Center in Phuket Province.
The Coordination Center is located at 38/195 Moo 4, Soi Nop Ta Kaew 4, Si Sunthon Subdistrict, Thalang District, Phuket 83110, with contact telephone numbers 076-600255, 081-877-2036, and 091-035-5208, to facilitate access for members, partner organizations, and stakeholders in southern Thailand and nearby regions.
In this regard, the Association has appointed Ms. Pattawan Purechatang as the official representative of SEAProTI to oversee and operate the Phuket Coordination Center. She will be responsible for managing the Center’s activities and serving as a key mechanism for advancing the Association’s mission at the regional level.
The Phuket Coordination Center will function as SEAProTI’s “field mechanism,” linking professional practice, membership administration, and public services at the local level. Its primary role is to coordinate among translators and interpreters, government agencies, private sector organizations, courts, hospitals, and international organizations, while also disseminating information, announcements, and policies of the Association to members throughout the region.
In addition, the Center will support professional registration and certification processes by providing guidance on membership applications and renewals, as well as the registration of certified translators and certified interpreters in accordance with SEAProTI standards. The Center will also coordinate document verification and translation certification services at the local level.
With respect to professional development, the Phuket Coordination Center will facilitate the organization of training programs, seminars, workshops, and examinations in the region. It will also support the accumulation and recognition of Continuing Professional Development (CPD) units for members, contributing to the sustained advancement of professional standards.
The Center will further serve as a liaison between translation and interpreting services and local demand by coordinating the provision of suitably qualified translators and interpreters for specific contexts, such as legal, medical, and conference interpreting. It will also promote adherence to professional ethics and standards by disseminating SEAProTI’s code of conduct, receiving initial complaints or feedback, and forwarding them to the Association’s central administration for further action.
As a regional information hub, the Phuket Coordination Center will collect and maintain data on members, language-pair expertise, and professional resources. It will also report on local market conditions, challenges, and policy recommendations to support the Association’s overall strategic planning and development.
SEAProTI stated that the establishment of the Phuket Coordination Center, together with the roles and responsibilities of its operator, shall take effect from the date of this announcement and shall remain in force until amended, revised, or revoked.

SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

7 กุมภาพันธ์ 2569, กรุงเทพมหานคร – สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) เดินหน้าขยายบทบาทการทำงานในระดับพื้นที่ เพื่อเพิ่มประสิทธิภาพในการประสานงานและการให้บริการด้านวิชาชีพในระดับภูมิภาค โดยที่ประชุมใหญ่ของสมาคมเมื่อวันที่ 6 กุมภาพันธ์ พ.ศ. 2569 มีมติเห็นชอบให้จัดตั้ง ศูนย์ประสานงานสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ จังหวัดภูเก็ต
ศูนย์ประสานงานดังกล่าวตั้งอยู่ที่เลขที่ 38/195 หมู่ 4 ซอยนพตาแก้ว 4 ตำบลศรีสุนทร อำเภอถลาง จังหวัดภูเก็ต 83110 พร้อมหมายเลขโทรศัพท์ 076-600255, 081-877-2036 และ 091-035-5208 เพื่ออำนวยความสะดวกแก่สมาชิก หน่วยงาน และผู้ประสานงานในพื้นที่ภาคใต้และภูมิภาคใกล้เคียง
ในการนี้ สมาคมได้แต่งตั้ง นางสาวพัทธวรรณ ปุเรชะตัง ทำหน้าที่เป็นผู้แทนของสมาคม รับผิดชอบการดำเนินงานของศูนย์ประสานงานจังหวัดภูเก็ตอย่างเป็นทางการ เพื่อทำหน้าที่เป็นกลไกหลักในการขับเคลื่อนภารกิจของสมาคมในระดับพื้นที่
ศูนย์ประสานงานสมาคมจังหวัดภูเก็ตจะทำหน้าที่เป็น “กลไกภาคสนาม” ของ SEAProTI ในการเชื่อมโยงงานวิชาชีพ การบริหารจัดการสมาชิก และการให้บริการสาธารณะในระดับพื้นที่ โดยมีบทบาทสำคัญในการประสานงานระหว่างนักแปลและล่าม หน่วยงานภาครัฐ ภาคเอกชน ศาล โรงพยาบาล และองค์กรระหว่างประเทศ รวมถึงการถ่ายทอดข้อมูล ข่าวสาร ประกาศ และนโยบายของสมาคมสู่สมาชิกในภูมิภาคอย่างทั่วถึง
นอกจากนี้ ศูนย์ฯ ยังมีบทบาทในการสนับสนุนกระบวนการขึ้นทะเบียนและการรับรองวิชาชีพของสมาคม โดยให้คำแนะนำเกี่ยวกับการสมัครสมาชิก การต่ออายุสมาชิก และการขึ้นทะเบียนนักแปลรับรองและล่ามรับรองตามเกณฑ์มาตรฐานของสมาคม รวมถึงการประสานงานด้านการตรวจเอกสารและการรับรองการแปลในระดับพื้นที่
ในด้านการพัฒนาศักยภาพบุคลากร ศูนย์ประสานงานจังหวัดภูเก็ตจะสนับสนุนการจัดอบรม สัมมนา เวิร์กช็อป และการสอบในระดับภูมิภาค พร้อมทั้งมีบทบาทในการสะสมและรับรองหน่วยพัฒนาวิชาชีพต่อเนื่อง (CPD) ให้แก่สมาชิก เพื่อส่งเสริมมาตรฐานและความก้าวหน้าในสายวิชาชีพอย่างยั่งยืน
ศูนย์ฯ ยังทำหน้าที่เชื่อมโยงบริการด้านการแปลและการล่ามกับความต้องการของหน่วยงานในพื้นที่ โดยเป็นจุดประสานในการจัดหานักแปลและล่ามที่มีคุณสมบัติเหมาะสมกับบริบทงานเฉพาะด้าน เช่น งานด้านกฎหมาย การแพทย์ และการล่ามประชุม ตลอดจนสนับสนุนการยึดมั่นในจริยธรรมและมาตรฐานวิชาชีพของสมาคม ผ่านการถ่ายทอดแนวปฏิบัติ รับเรื่องร้องเรียนหรือข้อเสนอแนะเบื้องต้น และส่งต่อไปยังส่วนกลางของสมาคม
ในฐานะศูนย์ข้อมูลระดับภูมิภาค ศูนย์ประสานงานจังหวัดภูเก็ตจะรวบรวมข้อมูลสมาชิก ความเชี่ยวชาญด้านคู่ภาษา และทรัพยากรวิชาชีพที่เกี่ยวข้อง รวมถึงรายงานสภาพตลาดงาน ปัญหา และข้อเสนอเชิงนโยบายจากพื้นที่ เพื่อใช้ประกอบการกำหนดทิศทางและการพัฒนางานของสมาคมในภาพรวม
สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ ระบุว่า การจัดตั้งศูนย์ประสานงานจังหวัดภูเก็ต รวมถึงบทบาทและหน้าที่ของผู้ดำเนินงานศูนย์ จะมีผลบังคับใช้ตั้งแต่วันที่ประกาศเป็นต้นไป จนกว่าจะมีการแก้ไข เปลี่ยนแปลง หรือยกเลิกเป็นประการอื่น

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติของผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกาเสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
