Internal Regulation on “Trainer Qualifications and Remuneration”
of the Southeast Asian Association of Professional Translators and Interpreters
By virtue of Clause 4 of the Bylaws of the Southeast Asian Association of Professional Translators and Interpreters, which outlines the objectives of the Association, and in particular Clause 4.4—“to enhance the capacity of translators and interpreters through a professional development system, including training and seminars, for the accumulation of lifelong learning credits”—the Association hereby establishes the qualifications and remuneration for trainers, in alignment with its professional character, as set forth below.
Definition
A trainer is a key person responsible for ensuring that participants in training sessions gain knowledge, understanding, skills, and a positive attitude about the training topic. A trainer helps participants learn, spark new ideas, and foster attitude or behavioral changes in line with the objectives of the course or training.
General Qualifications of Trainers

1.1 Confident, well-prepared, and equipped with suitable media and methods
1.2 Observant—able to monitor physical and verbal behavior and group dynamics
1.3 Creative and innovative
1.4 Skilled in handling unexpected problems
1.5 Well-organized in content, delivery sequence, tools, and communication
1.6 Good interpersonal and coordination skills
1.7 Has a professional demeanor
1.8 Kind, cheerful, friendly, helpful, compassionate, accepting of individual differences, and empathetic to trainees
1.9 Democratic, flexible, open to different opinions, and not quick to judge or dismiss alternative views
1.10 Sincere in delivering knowledge
1.11 Treats all trainees fairly and equally and maintains appropriate conduct with everyone
1.12 Has a distinctive style, is aware of their own strengths and weaknesses, and takes pride in their personality, using it to enhance their effectiveness as a trainer
Specific Qualifications of Trainers
Trainers must meet the following specific qualifications:

Additional Notes
In addition to ensuring that the trainer’s qualifications align with the topic at hand, the Trainer and Event Management Division must assess and select trainers whose expertise matches the program content. This process must comply with the Association’s regulations and be followed strictly.

The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially announced the criteria and qualifications for individuals to register as “Certified Translators,” “Translation Certification Providers,” and “Certified Interpreters” under the association’s regulations. These guidelines are detailed in Sections 9 and 10 of the Royal Thai Government Gazette, issued by the Secretariat of the Cabinet under the Office of the Prime Minister of the Kingdom of Thailand, dated July 25, 2024, Volume 141, Part 66 Ng, Page 100.

อาศัยข้อบังคับสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ ข้อ 4. วัตถุประสงค์ของสมาคม ข้อ 4.4 เพื่อเป็นการสร้างเสริมศักยภาพด้านการแปลและล่ามตามระบบการพัฒนาวิชาชีพ ผ่านการฝึกอบรมและสัมมนาเพือเก็บแต้มการเรียนรู้ตลอดชีพ ทางสมาคมได้กำหนดคุณสมบัติวิทยากรและค่าตอบแทน เพื่อให้สอดคล้องกับความเป็นสมาคมวิชาชีพ ดังต่อไปนี้
คำนิยาม
วิทยากร คือ ผู้ที่ทำหน้าที่เป็นตัวการสำคัญที่จะทำให้ผู้เข้ารับการอบรมเกิดความรู้ความเข้าใจ เกิดทักษะ เกิดทัศนคติที่ดีเกี่ยวกับเรื่องที่อบรม จนกระทั่งผู้เข้ารับการอบรมเกิดการเรียนรู้และสามารถจุดประกาย ความคิด เกิดการเปลี่ยนแปลงทัศนคติ หรือพฤติกรรมไปตามวัตถุประสงค์ของเรื่องหรือการฝึกอบรมนั้น ๆ
คุณสมบัติทั่วไปของวิทยากรของสมาคม
1. คุณลักษณะทั่วไป
1.1 มั่นใจในตนเอง เตรียมพร้อม ซ้อมดี มีสื่อและวิธีการที่เหมาะสม
1.2 เป็นคนช่างสังเกต คอยสังเกตพฤติกรรมทางกาย วาจา ตลอดจนกระบวนการกลุ่มของผู้เข้ารับการอบรม
1.3 มีความคิดริเริ่มสร้างสรรค์
1.4 แก้ปัญหาเฉพาะหน้าเก่ง
1.5 มีการวางแผนที่ดี ทั้งเนื้อหาและลำดับขั้นตอนการนำเสนอรวมทั้งสื่อและเครื่องมือการสื่อสาร
1.6 มีมนุษย์สัมพันธ์ที่ดีและประสานงานเก่ง
1.7 มีบุคลิกภาพที่ดี
1.8 มีความเป็นกัลยาณมิตร ยิ้มแย้ม แจ่มใส เป็นกันเอง คอยช่วยเหลือด้วยน้ำใจ มีความเมตตา ยอมรับในความแตกต่างระหว่างบุคคลและมีความเห็นใจของผู้เข้ารับการอบรม
1.9 เป็นนักประชาธิปไตย มีความยืดหยุ่น รับฟังความคิดเห็นของผู้อื่น ไม่สรุปตัดบทง่าย ๆ เมื่อมีผู้ เสนอความคิดเห็นที่แตกต่างออกไป
1.10 มีความจริงใจในการถ่ายทอดความรู้
1.11 ปฏิบัติตนต่อผู้เข้ารับการอบรมอย่างเสมอภาค ทัดเทียม วางตนเหมาะสมกับทุกคน
1.12 มีแบบฉบับลีลาที่เป็นของตนเองยอมรับจุดเด่นและจุดด้อยของตนและ มีความภูมิใจและเข้าใจ ใน บุคลิกภาพของตนเอง และใช้ให้เกิดประโยชน์ต่อ การเป็นวิทยากร

วิทยากรของสมาคมจะต้องมีคุณสมบัติจำเพาะดังต่อไปนี้

อนึ่ง นอกจากการคัดเลือกคุณสมบัติของวิทยากรให้ตรงกับงานแล้ว ฝ่ายบริหารจัดการวิทยากรและการจัดงานจะต้องคัดเลือกคุณสมบัติและความเชี่ยวชาญของวิทยากรให้ตรงกับงาน โดยต้องไม่ขัดกับข้อบังคับของสมาคม และขอให้ปฏิบัติตามระเบียบนี้อย่างเคร่งครัด
