SEAProTI President Presents Forensic Linguistics Research at the University of Santo Tomas, Philippines
October 23–25, 2025 – Manila, Philippines – Wanitcha Sumanas, President of the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI), Arbitrator at the Thailand Arbitration Institute, Ministry of Justice, Mediator under the Ministry of Justice and the Royal Thai Police, as well as an officer of the Judge Advocate General’s Department, Ministry of Defence, and a Forensic Linguist, was invited to present her academic research titled “Discourse-Pragmatic Forensic Analysis of Thai Defamation” at the University of Santo Tomas, Manila, Philippines.
The research presentation formed part of the annual professional activities required of forensic linguists, who are expected to conduct and present studies related to the intersection of language and law. Sumanas’s research employs a discourse-pragmatic approach to examine how language functions in Thai defamation cases, exploring the interrelation between linguistic structure, legal interpretation, and communicative culture within the Thai context.
Her presentation reflects the growing contribution of Thai professionals in the global academic arena and serves as a valuable opportunity to exchange insights with international researchers and experts. The event aims to advance the standards of forensic linguistics and legal interpretation, ensuring they evolve in step with the complex dynamics of communication in the digital era.
About Certified Translators, Translation Certifiers, and Certified Interpreters of SEAProTI
The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has formally announced the qualifications and requirements for registration of Certified Translators, Translation Certification Providers, and Certified Interpreters in Sections 9 and 10 of the Royal Gazette, published by the Secretariat of the Cabinet, Office of the Prime Minister of Thailand, on 25 July 2024 (Vol. 141, Part 66 Ng, p. 100). The Council of State has proposed the enactment of a Royal Decree, granting registered translators and recognized translation certifiers from professional associations or accredited language institutions the authority to provide legally valid translation certification (Letter to SEAProTI dated April 28, 2025)
SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

งานวิจัยดังกล่าวเป็นส่วนหนึ่งของกิจกรรมวิชาชีพประจำปีของนักนิติภาษาศาสตร์ ซึ่งกำหนดให้นักวิชาชีพต้องนำเสนอผลงานวิจัยในประเด็นที่เกี่ยวข้องกับศาสตร์ด้านภาษาและกฎหมายอย่างต่อเนื่อง โดยการศึกษาของ คุณวณิชชามุ่งเน้นการวิเคราะห์เชิงวัจนปฏิบัติศาสตร์ (Discourse-Pragmatic Approach) เพื่อทำความเข้าใจ บริบทของการใช้ภาษาในคดีหมิ่นประมาทของไทย ทั้งในมิติของ ภาษาศาสตร์ กฎหมาย และวัฒนธรรมการสื่อสาร
การนำเสนอครั้งนี้สะท้อนถึง บทบาทสำคัญของนักวิชาชีพไทยในเวทีวิชาการนานาชาติ และเป็นโอกาสในการแลกเปลี่ยนองค์ความรู้กับนักวิจัยและผู้เชี่ยวชาญจากนานาประเทศ เพื่อร่วมกันพัฒนา มาตรฐานทางนิติภาษาศาสตร์และการตีความทางกฎหมาย ให้สอดคล้องกับ พลวัตของสังคมดิจิทัลในยุคปัจจุบัน

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกาเสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
