SEAProTI Extraordinary General Meeting 1/2026 Reinforces Transparent Professional Standards
13 February 2026, Bangkok—The Extraordinary General Meeting 1/2026 of the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) placed strong emphasis on professional screening and transparency in the certification process.
The meeting’s key agenda focused on reviewing applications for association membership, as well as applications for the statuses of Certified Translator, Certified Translation Endorser, and Certified Interpreter. The process reflects the association’s broader institutional role in safeguarding professional standards within the language services sector.
Clear Separation of Roles in the Screening Process
A notable feature of the process is the strict separation between qualification review and final approval. The association’s main board does not participate in the evaluation of applicants’ qualifications. Instead, this responsibility lies exclusively with the Credential Committee.
Once the committee reaches a final decision, the names of successful candidates are submitted to the main board for formal endorsement without further substantive review. This structure is designed to prevent conflicts of interest and reinforce transparency and good governance.
Certification Beyond Administrative Formalities
SEAProTI emphasized that certification is not merely an administrative step. Granting certified status carries professional and public responsibility, particularly in contexts where translation and interpreting services directly affect legal proceedings, business transactions, and international engagements.
Assessment extends beyond linguistic ability. It includes professional experience, contextual understanding of the field, and adherence to ethical principles such as impartiality, integrity, and accountability for the impact of communication.
Experts in the field note that without a robust and independent vetting mechanism, the term “certified” risks losing its meaning, potentially undermining long-term credibility.
The Role of the Credential Committee
The Credential Committee serves as the primary gatekeeper in the process. Its responsibilities include verifying educational background, professional experience, supporting documentation, and work samples; and interpreting records and examination results where applicable.
The committee also reviews ethical conduct and ensures that applicants do not possess disqualifying characteristics under the association’s regulations, including any prior revocation of certified status.
Following its review, the committee submits a recommendation to the main board—whether to approve, request further clarification, or decline certification—based on principles of fairness, transparency, and accountability.
Strengthening Public Confidence
Language professionals widely agree that a structured and independent screening system enhances trust among courts, government agencies, and private organizations. This is particularly important in cases where translations or interpreting services may directly affect legal rights and obligations.
The Extraordinary General Meeting 1/2026 therefore represents more than a routine approval process. It serves as an institutional safeguard, reaffirming that every certified status granted reflects careful review and professional accountability.

The Council of State has proposed the enactment of a Royal Decree, granting registered translators and recognised translation certifiers from professional associations or accredited language institutions the authority to provide legally valid translation certification (Letter to SEAProTI dated April 28, 2025)
SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

13 กุมภาพันธ์ 2569, กรุงเทพมหานคร – การประชุมวิสามัญ ครั้งที่ 1/2569 ของสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) จัดขึ้นโดยมีวาระสำคัญในการพิจารณาและรับรองผู้สมัครเข้าเป็นสมาชิกสมาคม รวมถึงการพิจารณาสถานะ “นักแปลรับรอง” “ผู้รับรองการแปล” และ “ล่ามรับรอง” สะท้อนบทบาทเชิงระบบขององค์กรวิชาชีพด้านภาษาในการกำกับมาตรฐานอย่างจริงจัง
หนึ่งในประเด็นที่ถูกเน้นย้ำคือ กระบวนการคัดกรองคุณสมบัติจะไม่มีกลุ่มกรรมการหลักของสมาคมเข้ามาเกี่ยวข้องในขั้นตอนการพิจารณาโดยตรง แต่เป็นหน้าที่ของคณะกรรมการตรวจสอบคุณสมบัติ (Credential Committee) โดยเฉพาะ เพื่อให้เกิดการแยกบทบาทอย่างชัดเจน และลดความเสี่ยงด้านผลประโยชน์ทับซ้อน
ภายหลังผลการพิจารณาเป็นที่ยุติ รายชื่อผู้ผ่านการคัดเลือกจะถูกเสนอเข้าสู่ที่ประชุมคณะกรรมการหลักเพื่อให้ความเห็นชอบและรับรองตามขั้นตอนทันที กลไกดังกล่าวสะท้อนหลักธรรมาภิบาลและความโปร่งใสในการบริหารจัดการองค์กรวิชาชีพ
“การรับรอง” ไม่ใช่เพียงขั้นตอนธุรการ
สมาคมระบุว่า วาระการรับรองสถานะต่าง ๆ ไม่ใช่เพียงขั้นตอนเชิงธุรการ แต่เป็นกลไกสำคัญในการคัดกรองคุณภาพบุคลากรก่อนมอบสถานะที่มีผลต่อความเชื่อมั่นของสาธารณะ ทั้งในกระบวนการยุติธรรม ภาคธุรกิจ และงานระหว่างประเทศ โดยเฉพาะคำว่า “รับรอง” ซึ่งมีนัยสำคัญทางวิชาชีพและความรับผิดชอบต่อผู้ใช้บริการ
การพิจารณาไม่ได้จำกัดอยู่เพียงความสามารถด้านภาษา แต่ครอบคลุมประสบการณ์ทำงาน ความเข้าใจบริบทวิชาชีพ และการยึดมั่นในจรรยาบรรณ เช่น ความเป็นกลาง ความซื่อสัตย์ และความรับผิดชอบต่อผลของการสื่อสาร
ผู้เชี่ยวชาญในแวดวงวิชาชีพให้ความเห็นว่า หากองค์กรวิชาชีพขาดระบบกลั่นกรองที่ชัดเจน คำว่า “รับรอง” อาจถูกใช้โดยปราศจากความหมายที่แท้จริง และส่งผลกระทบต่อความน่าเชื่อถือในระยะยาว
บทบาทของ Credential Committee: กลไกด่านแรกของการคัดกรอง
หัวใจของกระบวนการอยู่ที่คณะกรรมการตรวจสอบคุณสมบัติ ซึ่งมีหน้าที่พิจารณาคุณสมบัติพื้นฐาน อาทิ วุฒิการศึกษา ประสบการณ์ทำงาน เอกสารประกอบการสมัคร รวมถึงการประเมินผลงาน ตัวอย่างงานแปล ประวัติการปฏิบัติงานล่าม หรือผลการสอบตามเกณฑ์ที่กำหนด
นอกจากนี้ ยังมีการพิจารณาด้านจริยธรรมและความประพฤติ รวมถึงการตรวจสอบว่าผู้สมัครไม่มีลักษณะต้องห้ามตามข้อบังคับ หรือไม่มีประวัติการถูกเพิกถอนสถานะรับรองมาก่อน
เมื่อการพิจารณาเสร็จสิ้น คณะกรรมการจะจัดทำความเห็นเสนอที่ประชุมว่าเห็นควรรับรอง เห็นควรให้แก้ไขเพิ่มเติม หรือเห็นควรไม่รับรอง โดยยึดหลักความเป็นธรรม โปร่งใส และตรวจสอบได้
สร้างความเชื่อมั่นต่อระบบโดยรวม
นักวิชาชีพด้านภาษาเห็นตรงกันว่า การมีระบบคัดกรองที่ชัดเจนและเป็นอิสระจากฝ่ายบริหารโดยตรง จะช่วยเสริมสร้างความเชื่อมั่นต่อศาล หน่วยงานรัฐ และองค์กรเอกชน โดยเฉพาะในคดีความหรือเอกสารสำคัญที่คำแปลหรือการล่ามอาจส่งผลโดยตรงต่อสิทธิและหน้าที่ของคู่กรณี
การประชุมวิสามัญครั้งนี้จึงถูกมองว่าเป็นกลไกเชิงสถาบันในการกำหนดมาตรฐานวิชาชีพ มากกว่าการอนุมัติรายชื่อบุคคล เพราะทุกการรับรองคือการยืนยันต่อสาธารณะว่า ผู้ได้รับสถานะดังกล่าวได้ผ่านกระบวนการตรวจสอบอย่างรอบคอบแล้ว
ในบริบทที่บริการทางภาษาเกี่ยวพันกับกฎหมาย การค้า และความสัมพันธ์ระหว่างประเทศมากขึ้น บทบาทขององค์กรวิชาชีพในการรักษาคุณภาพและจริยธรรมจึงเป็นปัจจัยสำคัญต่อความน่าเชื่อถือของระบบโดยรวม ทั้งในระดับประเทศและระดับภูมิภาค
สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติของผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกาเสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
