SEAProTI Enhances Certified Interpreter Standards with Clear Distinction of C1, C2, C3 Roles

May 12, 2025, Bangkok – The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially announced a new structured standard for Certified Interpreters, categorized into three levels: C1, C2, and C3. This new framework is designed to systematically and effectively address the complexities of interpreting work in law enforcement, judicial, and healthcare contexts.

The restructuring aligns with the ASEAN Model Code for Court & Community Interpreters and the Public Service Interpreting Framework, both regionally recognized standards. The details of each level are as follows:

Level 1 – Certified Community Interpreter (C1)

Suitable for practitioners working primarily as community interpreters, focusing on:

Law enforcement: assisting in preliminary investigations, filing reports, and providing basic information.
Public healthcare: facilitating general medical consultations, patient communication, and information delivery.

C1 interpreters must pass a written and practical examination, ethics, and cross-cultural communication training.

Level 2 – Certified Legal & Healthcare Interpreter (C2)

For interpreters working in more complex settings, including:

Lower courts, such as municipal, juvenile, and labor courts.
Specialized healthcare: including ICU, general surgery, and obstetrics/gynecology.

C2 candidates must already be C1 certified, possess at least 2 years of professional experience, and complete advanced legal and medical interpreting training.

Level 3 – Certified Court & Advanced Medical Interpreter (C3)

This represents the highest level of Public Service Interpreting under SEAProTI. C3-certified interpreters are qualified to work in:

All levels of courts include criminal, supreme, and constitutional courts.
Advanced medical cases, such as oncology, neurology, psychiatry, and complex critical care situations.

Applicants must hold C2 certification, have at least 3 years of field experience, and pass advanced assessments covering ethics, specialized terminology, and real-life case simulations.

ASEAN’s Only Structured Interpreter Pathway

SEAProTI is the first organization in the ASEAN region to establish a clearly defined career pathway for interpreters, with distinct professional roles and internationally recognized standards.

12 พฤษภาคม 2568, กรุงเทพฯ – สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศโครงสร้างมาตรฐานใหม่สำหรับ ล่ามรับรอง (Certified Interpreter) โดยแบ่งระดับคุณวุฒิออกเป็น 3 ระดับ ได้แก่ C1, C2 และ C3 เพื่อรองรับความซับซ้อนของงานล่ามในบริบทตำรวจ ศาล และการแพทย์อย่างเป็นระบบและมีประสิทธิภาพสูงสุด

การปรับโครงสร้างดังกล่าวเป็นไปตาม ASEAN Model Code for Court & Community Interpreters และ Public Service Interpreting Framework ซึ่งได้รับการยอมรับในระดับภูมิภาค โดยมีรายละเอียดดังนี้

ล่ามรับรองระดับ 1 (C1)

SEAProTI Certified Community Interpreter

เหมาะสำหรับผู้ปฏิบัติงานในระดับ ล่ามชุมชน โดยเน้นการแปลในบริบทของ

ตำรวจ เช่น การสอบสวนเบื้องต้น รับคำร้อง การให้ข้อมูล
งานสาธารณสุขทั่วไป เช่น การตรวจรักษาขั้นพื้นฐาน การสื่อสารกับผู้ป่วย

ล่าม C1 ต้องผ่านการสอบข้อเขียนและสอบปฏิบัติพื้นฐาน รวมถึงได้รับการฝึกอบรมด้านจริยธรรมและการสื่อสารข้ามวัฒนธรรม

ล่ามรับรองระดับ 2 (C2)

SEAProTI Certified Legal & Healthcare Interpreter

สำหรับผู้ปฏิบัติงานในบริบทที่ซับซ้อนมากขึ้น ได้แก่

ศาลชั้นต้น เช่น ศาลแขวง ศาลเยาวชน ศาลแรงงาน
งานการแพทย์เฉพาะทาง เช่น การดูแลผู้ป่วย ICU ศัลยกรรม สูตินรีเวช

ล่าม C2 ต้องเป็นผู้ที่ผ่านการรับรองระดับ C1 และมีประสบการณ์อย่างน้อย 2 ปี พร้อมผ่านการอบรมทักษะการแปลทางกฎหมายและการแพทย์ขั้นสูง

ล่ามรับรองระดับ 3 (C3)

SEAProTI Certified Court & Advanced Medical Interpreter

ถือเป็นระดับสูงสุดของระบบ Public Service Interpreting ของ SEAProTI ผู้ที่ได้รับการรับรองในระดับนี้สามารถปฏิบัติงานได้ใน

ศาลทุกระดับ เช่น ศาลอาญา ศาลฎีกา ศาลรัฐธรรมนูญ
งานการแพทย์ขั้นสูง เช่น การรักษาโรคมะเร็ง (Oncology) ระบบประสาท (Neurology) จิตเวช (Psychiatry) และกรณีวิกฤตอื่น ๆ

ผู้สมัครต้องผ่านการรับรองระดับ C2 และมีประสบการณ์จริงในสนามอย่างน้อย 3 ปี พร้อมผ่านการประเมินขั้นสูงทั้งด้านจริยธรรม คำศัพท์เฉพาะ และการจำลองสถานการณ์จริง
