The Role of Forensic Linguistics Experts in Thailand: The First Official Certification
Abstract
Forensic linguistics is a field that applies linguistic knowledge to the analysis of language-related evidence in legal contexts. While widely recognized and practiced in many parts of the world, forensic linguistics in Thailand remains in its formative stage. This article examines a significant development in the professionalization of forensic linguistics in Thailand: the official certification and registration of the country’s first recognized forensic linguistics expert by the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI). On April 4, 2025, SEAProTI conducted the first official training and certification workshop, marking a milestone in establishing professional standards and increasing trust in linguistic analysis within Thailand’s legal system.
1. Introduction
Forensic linguistics is the application of linguistic science to the examination of spoken and written language evidence in legal and criminal investigations. It includes tasks such as statement analysis, authorship attribution, interpretation of defamatory speech, and the clarification of ambiguous or contested language in legal texts (Coulthard & Johnson, 2010). Although it has gained institutional support in various countries, Thailand has not yet developed a comprehensive framework for accrediting or regulating forensic linguistics professionals.
2. Development of Certification Procedures for Forensic Linguistics Experts
On April 4, 2025, SEAProTI organized a professional training workshop aimed at enhancing the practical skills of those working in forensic linguistics. This initiative was implemented under the authority of SEAProTI’s internal regulation No. 1/2024, entitled Expert in Forensic Linguistics (SEAProTI, 2024). Following the training, SEAProTI issued an official list of qualified participants and formally registered them as certified forensic linguistics experts.
This registration process represents a crucial step in standardizing the profession in Thailand, aiming to provide a credible reference database for stakeholders in both public and private sectors.
3. Thailand’s First Certified Forensic Linguistics Expert
According to Announcement No. SEAProTI 2/2025, Khun Wanitcha Sumanas was officially recognized as the first certified forensic linguistics expert in Thailand. She was granted license number SEAProTI1-THEN-C3T and currently holds professional certification as a certified translator, certifier of translations, and certified interpreter under SEAProTI (SEAProTI, 2025). Her role represents an integration of translation, interpretation, and forensic linguistic expertise in supporting both legal investigations and judicial proceedings through scientifically grounded language analysis.
4. Significance and Recommendations
This certification initiative represents a breakthrough in Thailand’s effort to formalize the role of forensic linguists and improve the reliability of expert linguistic testimony in court. The creation of a professional register ensures transparency, accountability, and competency standards in the field.
The article recommends that government agencies support the development of forensic linguistics education in universities and establish a centralized national database of registered experts. Continued professional development and institutional collaboration among linguists, legal professionals, and investigators are vital for advancing this emerging discipline in Thailand.

นิติภาษาศาสตร์ (Forensic Linguistics) เป็นศาสตร์ที่ประยุกต์ความรู้ด้านภาษาศาสตร์เพื่อวิเคราะห์หลักฐานในกระบวนการยุติธรรม แม้จะเป็นศาสตร์ที่ได้รับการยอมรับในต่างประเทศมายาวนาน แต่ในประเทศไทยยังอยู่ในระยะเริ่มต้นของการพัฒนาอย่างเป็นระบบ บทความนี้นำเสนอพัฒนาการสำคัญของการจัดตั้งฐานะผู้เชี่ยวชาญด้านนิติภาษาศาสตร์ในประเทศไทยโดยสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ซึ่งได้ดำเนินการอบรมและขึ้นทะเบียนผู้เชี่ยวชาญด้านนิติภาษาศาสตร์อย่างเป็นทางการเป็นครั้งแรกเมื่อวันที่ 4 เมษายน พ.ศ. 2568 เพื่อสร้างมาตรฐานวิชาชีพและเสริมสร้างความเชื่อมั่นในการประยุกต์ใช้นิติภาษาศาสตร์ในกระบวนการพิจารณาคดีในประเทศไทย
1. บทนำ
นิติภาษาศาสตร์ คือการประยุกต์ใช้ความรู้ด้านภาษาศาสตร์ในการวิเคราะห์หลักฐานภาษาพูดหรือภาษาเขียนในบริบททางกฎหมาย เช่น การตรวจสอบคำให้การ การวิเคราะห์ข้อความหมิ่นประมาท การระบุตัวผู้เขียน หรือการตีความความหมายของข้อความทางกฎหมาย (Coulthard & Johnson, 2010) อย่างไรก็ตาม ในประเทศไทย บทบาทของนักนิติภาษาศาสตร์ยังไม่เป็นที่รู้จักอย่างกว้างขวาง และขาดระบบการรับรองคุณวุฒิและฐานะทางวิชาชีพที่ชัดเจน
2. การพัฒนาแนวทางการรับรองผู้เชี่ยวชาญด้านนิติภาษาศาสตร์
เมื่อวันที่ 4 เมษายน พ.ศ. 2568 สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้จัดการอบรมเชิงปฏิบัติการเพื่อเสริมสร้างศักยภาพของผู้ปฏิบัติงานด้านนิติภาษาศาสตร์ และประกาศรายชื่อผู้ผ่านการอบรมและขึ้นทะเบียนเป็นผู้เชี่ยวชาญด้านนิติภาษาศาสตร์รุ่นแรกของประเทศไทยอย่างเป็นทางการ โดยอาศัยอำนาจตามประกาศภายในของสมาคมฯ เลขที่ 1/2567 (SEAProTI, 2024)
การดำเนินการดังกล่าวนับเป็นจุดเริ่มต้นของการสร้างมาตรฐานวิชาชีพด้านนิติภาษาศาสตร์ในประเทศไทย โดยมีวัตถุประสงค์เพื่อเป็นฐานข้อมูลอ้างอิงสำหรับหน่วยงานรัฐ ภาคเอกชน ตลอดจนผู้เกี่ยวข้องในกระบวนการยุติธรรม
3. ผู้เชี่ยวชาญด้านนิติภาษาศาสตร์คนแรกของประเทศไทย
ตามประกาศฉบับที่ สปลอ.2/2568 นางสาววณิชชา สุมานัส ได้รับการขึ้นทะเบียนเป็นผู้เชี่ยวชาญด้านนิติภาษาศาสตร์ลำดับที่ 1 โดยมีสถานะเป็นผู้ถือใบอนุญาตนักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง ซึ่งปฏิบัติหน้าที่ในนามของสมาคม (SEAProTI, 2025) กรณีนี้แสดงให้เห็นถึงการบูรณาการวิชาชีพแปล ล่าม และนิติภาษาศาสตร์ในการสนับสนุนการสืบสวนสอบสวนและพิจารณาคดี โดยเน้นการวิเคราะห์อย่างเป็นวิทยาศาสตร์ตามหลักภาษาศาสตร์สมัยใหม่
4. ความสำคัญและข้อเสนอแนะ
การขึ้นทะเบียนผู้เชี่ยวชาญด้านนิติภาษาศาสตร์เป็นก้าวสำคัญในการสร้างระบบคุณวุฒิและจริยธรรมของวิชาชีพในประเทศไทย นอกจากนี้ยังเป็นการยกระดับความน่าเชื่อถือของพยานผู้เชี่ยวชาญในศาล และส่งเสริมความร่วมมือข้ามสาขาวิชา เช่น กฎหมาย อาชญวิทยา และภาษาศาสตร์
ข้อเสนอแนะจากบทความนี้คือ ภาครัฐควรสนับสนุนการพัฒนาบุคลากรด้านนิติภาษาศาสตร์ในระดับมหาวิทยาลัย และเปิดโอกาสให้มีการขึ้นทะเบียนผู้เชี่ยวชาญอย่างต่อเนื่อง พร้อมสร้างฐานข้อมูลกลางสำหรับอ้างอิงในกระบวนการยุติธรรม
