Three Leading Translation Associations from Thailand and Europe
Hold a Strategic Cooperation Meeting to Advance Dubbing and Subtitling in Southeast Asia
12 December 2025, Bangkok – The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI), represented by Ms Wanitcha Sumanas, President of the Association, together with Ms Pitchayapat Armangphutthikul, Honorary Advisor to the Qualifications Review Committee, participated in a strategic cooperation meeting with the Subtitlers’ Association and AudioVisual Translators Europe (AVTE)—two leading professional associations in the field of audiovisual translation in Europe.
This meeting marked a significant gathering of “three major professional associations” from Thailand and Europe, aimed at exchanging perspectives, ideas, and strategic directions for the development of the translation and interpreting profession at the international level. The discussions took place against the backdrop of rapid changes in the language services industry, audiovisual media, and digital technologies, all of which have a direct impact on dubbing and subtitling professionals worldwide.
Key discussions focused on the enhancement of professional standards, particularly in audiovisual translation and subtitling, as well as the exchange of knowledge, research, and best practices between Europe and Southeast Asia. The meeting also explored future collaborative initiatives, including joint academic seminars, continuing professional development (CPD) programmes, and platforms for professional exchange among practicing translators and interpreters.
Ms Wanitcha Sumanas emphasised that cooperation between professional associations across regions is crucial for elevating the quality of translation and interpreting at the global level. Beyond professional standards, such collaboration also plays an essential role in safeguarding professional rights, improving working conditions, and strengthening the recognition of translators and interpreters as specialists in language and cross-cultural communication.
The meeting underscored SEAProTI’s role as a leading professional organisation in Southeast Asia, actively building concrete links with international professional bodies. It represents an important step toward long-term cooperation between Thailand and Europe, aimed at jointly addressing the challenges and transformations shaping the global language and media industries in a sustainable manner.
About Certified Translators, Translation Certifiers, and Certified Interpreters of SEAProTI
The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has formally announced the qualifications and requirements for registration of Certified Translators, Translation Certification Providers, and Certified Interpreters in Sections 9 and 10 of the Royal Gazette, published by the Secretariat of the Cabinet, Office of the Prime Minister of Thailand, on 25 July 2024 (Vol. 141, Part 66 Ng, p. 100). The Council of State has proposed the enactment of a Royal Decree, granting registered translators and recognized translation certifiers from professional associations or accredited language institutions the authority to provide legally valid translation certification (Letter to SEAProTI dated April 28, 2025)
SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

ประชุมความร่วมมือขับเคลื่อนแวดวงการแปลบทพากย์และการแปลซับไตเติลในเอเชียตะวันออกเฉียงใต้
12 ธันวาคม 2568, กรุงเทพมหานคร – สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (Southeast Asian Association of Professional Translators and Interpreters: SEAProTI) โดย คุณวณิชชา สุมานัส นายกสมาคมฯ พร้อมด้วย คุณพิชญาพัทธ์ อรมังพุฒิกุล ที่ปรึกษากิตติมศักดิ์คณะกรรมการตรวจสอบคุณสมบัติ เข้าร่วมการประชุมหารือความร่วมมือเชิงยุทธศาสตร์ร่วมกับ Subtitlers’ Association ((Subtitlers) และ AudioVisual Translators Europe (AVTE) ซึ่งเป็นสองสมาคมวิชาชีพด้านการแปลและการแปลสื่อโสตทัศน์ที่มีบทบาทสำคัญในทวีปยุโรป
การประชุมครั้งนี้นับเป็นการพบปะของ “สามสมาคมยักษ์ใหญ่” จากไทยและยุโรป โดยมีเป้าหมายเพื่อแลกเปลี่ยนมุมมอง แนวคิด และทิศทางการพัฒนาวิชาชีพนักแปลและล่ามในระดับนานาชาติ ท่ามกลางการเปลี่ยนแปลงอย่างรวดเร็วของอุตสาหกรรมภาษา สื่อโสตทัศน์ และเทคโนโลยีดิจิทัล ซึ่งส่งผลโดยตรงต่อการทำงานของนักแปลบทพากย์และนักแปลซับไตเติลทั่วโลก
สาระสำคัญของการหารือครอบคลุมประเด็นการยกระดับมาตรฐานวิชาชีพ โดยเฉพาะในสาขาการแปลสื่อโสตทัศน์ (Audiovisual Translation) และการแปลคำบรรยาย (Subtitling) รวมถึงการแลกเปลี่ยนองค์ความรู้ งานวิจัย และแนวปฏิบัติที่ดี (best practices) ระหว่างยุโรปและเอเชียตะวันออกเฉียงใต้ ตลอดจนแนวทางความร่วมมือในอนาคต อาทิ การจัดสัมมนาวิชาการ การอบรมพัฒนาวิชาชีพอย่างต่อเนื่อง (Continuing Professional Development: CPD) และการสร้างเวทีแลกเปลี่ยนประสบการณ์ของนักแปลและล่ามผู้ปฏิบัติงานจริง
คุณวณิชชา สุมานัส กล่าวว่า ความร่วมมือระหว่างสมาคมวิชาชีพจากต่างภูมิภาคมีความสำคัญอย่างยิ่งต่อการยกระดับคุณภาพงานแปลและการล่ามในระดับสากล ไม่เพียงในมิติของมาตรฐานวิชาชีพเท่านั้น แต่ยังครอบคลุมถึงการคุ้มครองสิทธิ สภาพการทำงาน และการเสริมสร้างบทบาทของนักแปลและล่ามในฐานะผู้เชี่ยวชาญด้านภาษาและการสื่อสารข้ามวัฒนธรรม
การประชุมครั้งนี้สะท้อนถึงบทบาทของ SEAProTI ในฐานะองค์กรวิชาชีพหลักของภูมิภาคเอเชียตะวันออกเฉียงใต้ ที่มุ่งเชื่อมโยงเครือข่ายกับสมาคมวิชาชีพระดับนานาชาติอย่างเป็นรูปธรรม และถือเป็นก้าวสำคัญในการปูทางสู่ความร่วมมือระยะยาวระหว่างไทยและยุโรป เพื่อร่วมกันรับมือกับความท้าทายและการเปลี่ยนแปลงของอุตสาหกรรมภาษาและสื่อในเวทีโลกอย่างยั่งยืน
เกี่ยวกับนักแปลรับรอง ผู้รับรองการแปล และล่ามรับรองของสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้
สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกาเสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
