Structure and Role of the Qualification Review Committee of
the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI)
12 October 2025, Bangkok – The Qualification Review Committee of the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) plays a crucial role in upholding the integrity, transparency, and fairness of the professional credentialing process. Members are appointed through a selection process conducted by the Board of Directors, ensuring a balanced composition of experts in translation, interpreting, and legal affairs.
The Qualification Review Committee is established through the nomination and selection by SEAProTI’s Board of Directors. Members are chosen from experienced professionals in translation and interpreting who demonstrate both technical expertise and adherence to professional ethics. To ensure that the assessment process is comprehensive and grounded in both professional and legal perspectives, one or two-thirds of the committee members must possess legal knowledge and regulatory understanding relevant to professional credentialing.
Furthermore, members of the Qualification Review Committee concurrently serve as Credentialing Trustees, forming part of the Board of Chartered Trustees, which oversees all credentialing and registration activities. This structure guarantees that all decisions and endorsements are transparent, impartial, and accountable, reinforcing SEAProTI’s commitment to professional governance and ethical integrity within the ASEAN region.

About Certified Translators, Translation Certifiers, and Certified Interpreters of SEAProTI
The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has formally announced the qualifications and requirements for registration of Certified Translators, Translation Certification Providers, and Certified Interpreters in Sections 9 and 10 of the Royal Gazette, published by the Secretariat of the Cabinet, Office of the Prime Minister of Thailand, on 25 July 2024 (Vol. 141, Part 66 Ng, p. 100). The Council of State has proposed the enactment of a Royal Decree, granting registered translators and recognized translation certifiers from professional associations or accredited language institutions the authority to provide legally valid translation certification (Letter to SEAProTI dated April 28, 2025)
SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI)
12 ตุลาคม 2568, กรุงเทพมหานคร – กรรมการตรวจสอบคุณสมบัติของสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) มีบทบาทสำคัญในการธำรงมาตรฐานและความโปร่งใสของกระบวนการรับรองวิชาชีพ โดยมาจากการสรรหาของคณะกรรมการสมาคม และประกอบด้วยบุคคลที่มีความรู้ความสามารถทางด้านการแปล การล่าม และกฎหมาย เพื่อให้กระบวนการพิจารณาคุณสมบัติเป็นไปอย่างเที่ยงธรรมและมีหลักวิชาการรองรับ
กรรมการตรวจสอบคุณสมบัติ (Qualification Review Committee) ของสมาคม SEAProTI ได้รับการสรรหาโดยคณะกรรมการสมาคม (Board of Directors) จากผู้มีประสบการณ์ในสายอาชีพการแปลและการล่ามที่มีจรรยาบรรณและความเข้าใจในมาตรฐานสากลของวิชาชีพ ทั้งนี้ เพื่อให้การพิจารณาเป็นไปอย่างสมบูรณ์และรอบด้าน คณะกรรมการตรวจสอบคุณสมบัติจะต้องประกอบด้วยบุคคลที่มีความรู้ด้าน กฎหมาย อย่างน้อยหนึ่งหรือสองในสามของจำนวนกรรมการทั้งหมด เพื่อให้สามารถพิจารณาได้ทั้งในเชิงเทคนิคของวิชาชีพและในกรอบกฎหมายที่เกี่ยวข้อง
นอกจากนี้ กรรมการตรวจสอบคุณสมบัติยังทำหน้าที่เป็นส่วนหนึ่งของ คณะกรรมการรับรองคุณสมบัติ (Credentialing Trustees) ซึ่งอยู่ภายใต้ คณะกรรมการหลักของสมาคม (Members of the Board of Chartered Trustees) เพื่อให้กระบวนการรับรอง การตรวจสอบ และการขึ้นทะเบียนสมาชิกเป็นไปอย่างโปร่งใส ตรวจสอบได้ และเป็นธรรมต่อผู้สมัครทุกคนในภูมิภาคอาเซียน ทั้งยังสะท้อนถึงหลักธรรมาภิบาล (Good Governance) ของสมาคมในฐานะองค์กรวิชาชีพระดับภูมิภาค

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกาเสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
