Announcement of “Certified Conference Interpreters”:
New Standards to Elevate the Profession to an International Level
On 4 December 2025, the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) issued a significant announcement defining the terminology, qualifications, registration requirements, and grounds for suspension or revocation of status for “Certified Conference Interpreters.” The purpose of this announcement is to raise the standards of conference interpreting within Thailand and the region to align with internationally recognised professional benchmarks, while establishing a transparent, verifiable, and accountable certification system. This measure aims to safeguard the quality of interpreting services across all types of conferences, including academic symposia, high-level negotiations, and international meetings that demand the highest degree of accuracy and professionalism.
According to the announcement, a “Certified Conference Interpreter” is an individual who performs interpreting duties at all types of conferences and has successfully passed a competency evaluation, including simultaneous and consecutive interpreting tests, under SEAProTI’s prescribed standards. Applicants must demonstrate the requisite knowledge, skills, professional conduct, and ethical integrity appropriate for the profession. They must also be members of the Association and agree to periodic quality assessments as stipulated by SEAProTI.
For initial registration, applicants must present evidence of at least 150 international-level conference interpreting assignments. Once certified, interpreters are required to demonstrate no fewer than 10 conference interpreting assignments per year to qualify for license renewal. Quality assessment is an integral part of the Association’s regulatory framework, ensuring that the designation “Certified Conference Interpreter” remains consistently reliable across the public sector, private sector, and international organisations.
Individuals who meet all requirements will receive an official Certificate of Qualification, a unique Interpreter Identification Number, and the right to use the designation “Certified Conference Interpreter (SEAProTI)” in their professional practice and in documents issued by the Association. This designation attests to the interpreter’s professional competence, credibility, and adherence to ethical standards.
Furthermore, the announcement specifies the conditions under which certification may be suspended or revoked. Should a certified interpreter engage in conduct that violates ethical standards, fail to comply with the Association’s regulations, or act in a manner likely to cause harm to the profession, SEAProTI reserves the authority to suspend or revoke the individual’s status. This measure protects the integrity of the profession and upholds public confidence in certified practitioners.
This announcement takes effect from the date of signature, endorsed by Wanitcha Sumanat, President of the Southeast Asian Association of Professional Translators and Interpreters. It represents an important milestone in strengthening the regulatory framework for conference interpreting in Thailand and the ASEAN region, reinforcing the profession, and ensuring that interpreting services continue to meet the increasingly complex demands of international communication.

ประกาศ “ล่ามประชุมรับรอง”: หลักเกณฑ์ใหม่เพื่อยกระดับมาตรฐานล่ามประชุมสู่สากล
เมื่อวันที่ 4 ธันวาคม พ.ศ. 2568 สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ได้ออกประกาศสำคัญว่าด้วยการกำหนดนิยาม คุณสมบัติ การขึ้นทะเบียน ตลอดจนเงื่อนไขเกี่ยวกับการเพิกถอนสถานะของ “ล่ามประชุมรับรอง” (Certified Conference Interpreters) เพื่อยกระดับมาตรฐานการล่ามประชุมในประเทศไทยและภูมิภาคให้เทียบเท่ามาตรฐานวิชาชีพระดับสากล ตลอดจนสร้างระบบรับรองที่โปร่งใส ตรวจสอบได้ และคุ้มครองคุณภาพงานล่ามในทุกระดับการประชุม ตั้งแต่การประชุมวิชาการ การประชุมระหว่างประเทศ ไปจนถึงการเจรจาระดับสูงที่ต้องการความถูกต้องแม่นยำสูงสุด
ประกาศระบุว่า “ล่ามประชุมรับรอง” หมายถึงบุคคลผู้ปฏิบัติงานล่ามในงานประชุมทุกประเภท และต้องผ่านกระบวนการประเมินสมรรถนะ รวมถึงการทดสอบทักษะการล่ามทั้งแบบพูดพร้อมและพูดตาม ภายใต้หลักเกณฑ์ที่สมาคมกำหนด ผู้ขอขึ้นทะเบียนจำเป็นต้องเป็นผู้มีความรู้ ความสามารถ ความประพฤติ และจรรยาบรรณที่เหมาะสมต่อการปฏิบัติงานในฐานะมืออาชีพ รวมถึงต้องเป็นสมาชิกของสมาคมและยินยอมให้มีการตรวจสอบคุณภาพงานล่ามตามรอบระยะเวลาที่กำหนด
ในส่วนของคุณสมบัติเพื่อการขึ้นทะเบียนครั้งแรก ผู้สมัครต้องมีผลงานล่ามประชุมระดับนานาชาติอย่างน้อย 150 งาน และเมื่อได้รับการรับรองแล้ว จำเป็นต้องแสดงผลงานล่ามประชุมปีละไม่น้อยกว่า 10 งานเพื่อใช้ประกอบการต่ออายุใบอนุญาต ทั้งนี้สมาคมกำหนดให้การตรวจสอบคุณภาพเป็นส่วนหนึ่งของระบบกำกับดูแลวิชาชีพ เพื่อให้มาตรฐานของล่ามประชุมรับรองเป็นที่เชื่อถือได้ในทุกภาคส่วน ทั้งภาครัฐ เอกชน และองค์การระหว่างประเทศ
ผู้ที่ผ่านเกณฑ์ทั้งหมดจะได้รับหนังสือรับรองคุณสมบัติ หมายเลขประจำตัวล่ามประชุมรับรอง และสิทธิในการใช้คำว่า “ล่ามประชุมรับรอง” หรือ “Certified Conference Interpreter (SEAProTI)” ในการปฏิบัติงาน ตลอดจนในเอกสารที่ออกโดยสมาคม ถือเป็นสถานะที่ยืนยันถึงความชำนาญ ความน่าเชื่อถือ และจรรยาบรรณแห่งวิชาชีพอย่างเป็นทางการ
นอกจากนี้ ประกาศยังบัญญัติถึงเงื่อนไขในการเพิกถอนหรือระงับสถานะ หากพบว่าผู้ได้รับการรับรองกระทำการฝ่าฝืนจรรยาบรรณ ไม่ปฏิบัติตามข้อบังคับ หรือมีพฤติการณ์ที่อาจก่อให้เกิดความเสียหายต่อวงวิชาชีพ สมาคมย่อมมีอำนาจระงับหรือเพิกถอนสถานะการเป็นล่ามประชุมรับรองได้ เพื่อรักษามาตรฐานวิชาชีพและความเชื่อมั่นของสาธารณชน
ประกาศนี้มีผลบังคับใช้ตั้งแต่วันที่ลงนาม โดยมีวณิชชา สุมานัส นายกสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ ลงนามรับรอง ถือเป็นก้าวสำคัญในการจัดระเบียบและกำหนดมาตรฐานใหม่ของล่ามประชุมในประเทศไทยและภูมิภาคอาเซียน สร้างความเข้มแข็งให้วิชาชีพล่ามประชุม และยกระดับคุณภาพบริการล่ามให้สอดคล้องกับการประชุมระดับนานาชาติที่ซับซ้อนมากขึ้นทุกปี
เกี่ยวกับนักแปลรับรอง ผู้รับรองการแปล และล่ามรับรองของสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้
สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกาเสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปหฟลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
