SEAProTI President Joins the 16th Free Linguistics Conference in Collaboration with PAFLL
Manila, Philippines — October 2025, The Philippine Association for Forensic and Legal Linguistics (PAFLL), in collaboration with the Free Linguistics Conference (FLC), proudly hosted the 16th Free Linguistics Conference, bringing together linguists, legal experts, translators, and interpreters from around the world.
Among the distinguished participants was Khun Wanitcha Sumanat, President of the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI), who joined the conference to exchange insights on forensic linguistics, translation, and interpreting in legal contexts.
This year’s FLC featured a diverse range of presentations and workshops highlighting the intersection of language, law, and justice, addressing key issues such as courtroom discourse, linguistic evidence, and multilingual communication in judicial processes.
Wanitcha’s participation reinforced SEAProTI’s commitment to promoting professional excellence, ethical standards, and regional collaboration in the fields of legal translation and interpreting.
The collaboration between PAFLL and FLC marks a significant step forward in advancing forensic and legal linguistics in Southeast Asia, fostering academic dialogue and professional exchange among scholars and practitioners worldwide.
The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has formally announced the qualifications and requirements for registration of Certified Translators, Translation Certification Providers, and Certified Interpreters in Sections 9 and 10 of the Royal Gazette, published by the Secretariat of the Cabinet, Office of the Prime Minister of Thailand, on 25 July 2024 (Vol. 141, Part 66 Ng, p. 100). The Council of State has proposed the enactment of a Royal Decree, granting registered translators and recognized translation certifiers from professional associations or accredited language institutions the authority to provide legally valid translation certification (Letter to SEAProTI dated April 28, 2025)
SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

โดยในการประชุมครั้งนี้ คุณวณิชชา สุมานัส นายกสมาคม วิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) เข้าร่วมแลกเปลี่ยนความรู้และประสบการณ์ทางด้าน ภาษาศาสตร์นิติวิทยาศาสตร์ การแปล และการล่ามในบริบททางกฎหมาย
การประชุม FLC ครั้งนี้ประกอบด้วยการนำเสนอผลงานและเวิร์กช็อปหลากหลายหัวข้อ ครอบคลุมประเด็นสำคัญทางภาษาศาสตร์และกฎหมาย เช่น วาทกรรมในห้องพิจารณาคดี หลักฐานทางภาษา และการสื่อสารหลายภาษาในกระบวนการยุติธรรม
การเข้าร่วมของคุณวณิชชาในครั้งนี้สะท้อนถึงบทบาทของ SEAProTI ในการส่งเสริมมาตรฐานวิชาชีพ จรรยาบรรณ และความร่วมมือระดับภูมิภาค เพื่อยกระดับคุณภาพของนักแปลและล่ามกฎหมายในเอเชียตะวันออกเฉียงใต้
ความร่วมมือระหว่าง PAFLL และ FLC นับเป็นอีกก้าวสำคัญในการพัฒนาภาษาศาสตร์นิติวิทยาศาสตร์ในภูมิภาค และเปิดโอกาสให้เกิดการแลกเปลี่ยนองค์ความรู้ระหว่างนักวิชาการและผู้เชี่ยวชาญจากนานาประเทศ
สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกาเสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
