SEAProTI President Interprets at Thai Senate Hearing on Legalization of Entertainment Complexes
On June 19, 2025, from 1:00 PM to 5:00 PM, Khun Wanitcha Sumanas, President of the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI), served as the official interpreter at a Special Committee meeting held in Room 405 of the Parliament Building in Bangkok. The session was convened to study the feasibility of establishing legally regulated Integrated Entertainment Centers (IECs) in Thailand, with a particular focus on the potential legalization of gaming activities.
During the meeting, committee members were presented with preliminary proposals regarding large-scale investments, including a minimum investment threshold of 100 billion baht (approximately USD 2.8 billion) and a proposed licensing period of 30 years, renewable every five years. The initiative aims to stimulate economic growth, promote tourism, and attract major international investors.
Key issues addressed during the session included risk mitigation measures for responsible gambling, such as age restrictions, voluntary self-exclusion programs, mental health support initiatives for affected gamblers, and the implementation of Minimum Internal Control Standards (MICS) and Know Your Customer (KYC) protocols to combat money laundering.
The committee also emphasized the importance of specifying the Gross Gaming Revenue (GGR) tax rate within the draft law to ensure transparency and clarity for future license applicants. Discussions extended to the potential social impacts of legalized gambling, regulatory transparency, and the need to tackle the persistent issue of illegal casinos operating within the country.
Wanitcha’s role in this parliamentary session highlights the critical contribution of professional interpreters in high-level policy discourse, especially in navigating complex intersections of law, economics, and cultural sensitivity. The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially announced the criteria and qualifications for individuals to register as “Certified Translators,” “Translation Certification Providers,” and “Certified Interpreters” under the association’s regulations. These guidelines are detailed in Sections 9 and 10 of the Royal Thai Government Gazette, issued by the Secretariat of the Cabinet under the Office of the Prime Minister of the Kingdom of Thailand, dated July 25, 2024, Volume 141, Part 66 Ng, Page 100.

คุณวณิชชา สุมานัส ปฏิบัติหน้าที่ล่ามในรัฐสภาไทย ร่วมประชุมศึกษากฎหมายสถานบันเทิงครบวงจร
เมื่อวันที่ 19 มิถุนายน 2568 เวลา 13.00–17.00 น. ณ ห้องประชุม 405 อาคารรัฐสภา คุณวณิชชา สุมานัส นายกสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้รับเกียรติให้ปฏิบัติหน้าที่ล่ามในการประชุมของคณะกรรมาธิการวิสามัญเพื่อศึกษาการเปิด “สถานบันเทิงครบวงจร” (Entertainment Centers) ซึ่งมีจุดมุ่งหมายเพื่อผลักดันแนวทางการทำให้กิจการเกมมิ่ง (Gaming) ในประเทศไทยเป็นสิ่งถูกกฎหมายภายใต้กรอบกฎหมายและการกำกับดูแลอย่างเป็นระบบ
ในที่ประชุม มีการนำเสนอแนวคิดเบื้องต้นเกี่ยวกับรูปแบบการลงทุน เปิดเผยกรอบใบอนุญาตระยะยาวถึง 30 ปี พร้อมทั้งเสนอให้มีเงินลงทุนขั้นต่ำไม่ต่ำกว่า 100,000 ล้านบาท (ประมาณ 2.8 พันล้านดอลลาร์สหรัฐ) ทั้งนี้ เพื่อตอบโจทย์การพัฒนาเศรษฐกิจ การส่งเสริมการท่องเที่ยว และการดึงดูดนักลงทุนต่างชาติรายใหญ่
หนึ่งในประเด็นที่ได้รับความสนใจ คือ การวางมาตรการควบคุมความเสี่ยงจากการพนัน อาทิ การจำกัดอายุผู้เข้าใช้บริการ การตั้งโปรแกรม “สมัครใจงดเล่น” (Voluntary Exclusion Programs) และโครงการดูแลสุขภาพจิตผู้มีปัญหาการพนัน ตลอดจนการยกระดับมาตรฐานการควบคุมภายใน (MICS) และระบบ KYC เพื่อป้องกันการฟอกเงิน
ขณะเดียวกัน ที่ประชุมยังได้อภิปรายถึงความจำเป็นในการกำหนดอัตราภาษีรายได้รวมจากการพนัน (GGR) และการจัดสรรรายได้ภาษีให้แก่โครงการสาธารณประโยชน์ รวมถึงข้อกังวลด้านสังคม ความโปร่งใสของกระบวนการคัดเลือกผู้ได้รับใบอนุญาต และความเสี่ยงจากคาสิโนผิดกฎหมายที่ยังแฝงตัวอยู่ในประเทศไทย
การปฏิบัติหน้าที่ของคุณวณิชชาในครั้งนี้ สะท้อนถึงบทบาทสำคัญของนักแปลและล่ามมืออาชีพในเวทีนโยบายระดับชาติ โดยเฉพาะในประเด็นที่ต้องอาศัยความเข้าใจเชิงกฎหมาย เศรษฐกิจ และวัฒนธรรมอย่างลึกซึ้ง ทั้งนี้ SEAProTI ยังคงมุ่งมั่นสนับสนุนภารกิจด้านภาษาศาสตร์ที่มีส่วนร่วมต่อการขับเคลื่อนประเทศอย่างยั่งยืน
