SEAProTI President Delivers Lecture at “Academic Monday #132”
On Monday, June 2, 2025, at 7:00 PM, Wanitcha Sumanat, President of the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI), was invited as a guest speaker for the “Academic Monday #132” forum, organized by the Academic Monday for Society Network (AMSN) in collaboration with the Association for the Promotion of Mediation and Human Rights (PMHR).
The topic of her presentation was: “The Administrative Procedure Act B.E. 2539 (1996) (Amended 1997) and the Certification of Translated Documents: Clarifying Who Can Certify Translations and Case Studies”
The lecture drew significant interest from legal professionals, translators, and government officers alike.
Wanitcha provided an in-depth explanation of the legal criteria for certified translations accepted by Thai government authorities. She also presented real-world case studies to clarify the qualifications required for those authorized to certify translations under the law.
This event served as a valuable platform for academics and the general public to gain a deeper understanding of legal translation standards and administrative law in Thailand.

The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially announced the criteria and qualifications for individuals to register as “Certified Translators,” “Translation Certification Providers,” and “Certified Interpreters” under the association’s regulations. These guidelines are detailed in Sections 9 and 10 of the Royal Thai Government Gazette, issued by the Secretariat of the Cabinet under the Office of the Prime Minister of the Kingdom of Thailand, dated July 25, 2024, Volume 141, Part 66 Ng, Page 100.

คุณวณิชชา สุมานัส นายก SEAProTI บรรยายในโครงการ “จันทร์วิชาการ #132”
เมื่อวันจันทร์ที่ 2 มิถุนายน 2568 เวลา 19.00 น. ที่ผ่านมา คุณวณิชชา สุมานัส นายกสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้รับเกียรติเป็นวิทยากรบรรยายในโครงการ “จันทร์วิชาการ #132” ซึ่งจัดขึ้นโดยเครือข่ายจันทร์วิชาการเพื่อสังคม (จวส.) ร่วมกับชมรมส่งเสริมการไกล่เกลี่ยข้อพิพาทและสิทธิมนุษยชน (กพม.)
หัวข้อการบรรยายครั้งนี้คือ “พระราชบัญญัติวิธีปฏิบัติราชการทางการปกครอง พ.ศ. 2539 (ฉบับแก้ไขปี 2540) กับการรับรองการแปลเอกสาร: ไขข้อข้องใจ ใครสามารถรับรองคำแปลได้และกรณีศึกษา” ซึ่งได้รับความสนใจอย่างมากจากนักกฎหมาย นักแปล และผู้ปฏิบัติงานในหน่วยงานราชการ
ในการบรรยาย คุณวณิชชา ได้อธิบายถึงหลักเกณฑ์ตามกฎหมายในการรับรองคำแปลที่ทางราชการยอมรับ พร้อมทั้งยกกรณีศึกษาจริงเกี่ยวกับการตีความคุณสมบัติของผู้มีสิทธิเซ็นรับรองคำแปล เพื่อให้เกิดความเข้าใจที่ชัดเจนและสามารถนำไปปฏิบัติได้จริงในการทำงาน
กิจกรรมครั้งนี้ถือเป็นอีกหนึ่งเวทีที่เปิดโอกาสให้นักวิชาการและประชาชนทั่วไปได้เข้าถึงความรู้ด้านกฎหมายและการแปลอย่างถูกต้องภายใต้กรอบกฎหมายไทย

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
