SEAProTI Members Participate in National Seminar
On the Legal Standing and Professional Limitations of Translators and Interpreters in Thailand
On Monday, 16 June 2025, members of the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) participated in a national seminar titled “Legal Standing and Professional Limitations of Translators and Interpreters under Current Thai Law.” The event took place at Reception Room 205 (Senate Wing), Sappaya-Sapasathan, New Parliament Building, Kiakkai, Bangkok.
The seminar was organized to deepen understanding of the legal roles, responsibilities, and current limitations affecting translators and interpreters in Thailand, particularly within the scope of existing administrative law. Emphasis was placed on legal challenges related to medical document translation, pharmaceutical and medical device registration, and the certification of translators and interpreters.
Key stakeholders contributing to the discussion included representatives from the Office of the Council of State and the Food and Drug Administration (FDA), alongside legal experts, professional practitioners, and SEAProTI members.
A core objective of the seminar was to gather insights for potential reform of relevant laws and regulations, specifically:
- The 1997 Ministerial Regulation regarding certified translators and private-sector translation certifiers, issued under the Thai Administrative Procedure Act B.E. 2539 (1996)
- The future legal recognition and framework for certified interpreters in Thailand
SEAProTI remains committed to promoting professional standards and advocating for clearer legal recognition and protection of translators and interpreters working in high-stakes contexts across Thailand and the region.
SEAProTI’s certified translators, translation certification providers, and certified interpreters:
The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially announced the criteria and qualifications for individuals to register as “Certified Translators,” “Translation Certification Providers,” and “Certified Interpreters” under the association’s regulations. These guidelines are detailed in Sections 9 and 10 of the Royal Thai Government Gazette, issued by the Secretariat of the Cabinet under the Office of the Prime Minister of the Kingdom of Thailand, dated July 25, 2024, Volume 141, Part 66 Ng, Page 100.

สมาชิก SEAProTI ร่วมงานเสวนาวิชาการระดับประเทศ “สถานะทางกฎหมายของนักแปลและล่ามไทย
และข้อจำกัดภายใต้กฎหมายปัจจุบัน”
เมื่อวันจันทร์ที่ 16 มิถุนายน 2568 สมาชิกสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้เข้าร่วมงานเสวนาวิชาการในหัวข้อ “สถานะทางกฎหมายของนักแปลและล่ามไทย และข้อจำกัดภายใต้กฎหมายปัจจุบัน” ณ ห้องรับรอง 205 (ฝั่งวุฒิสภา) อาคารสัปปายะสภาสถาน อาคารรัฐสภาแห่งใหม่ ย่านเกียกกาย กรุงเทพมหานคร
วัตถุประสงค์ของการจัดเสวนาในครั้งนี้ เพื่อเสริมสร้างความเข้าใจเกี่ยวกับ บทบาททางกฎหมายของนักแปลและล่าม ตลอดจนข้อจำกัดในการปฏิบัติงานภายใต้กฎหมายที่ใช้อยู่ในปัจจุบัน โดยเฉพาะในประเด็นสำคัญ เช่น
- การแปลเอกสารทางการแพทย์
- เอกสารสำหรับการขึ้นทะเบียนยาและเครื่องมือแพทย์
- การรับรองการแปลโดยนักแปลรับรองหรือผู้รับรองเอกชน
ผู้แทนจาก สำนักงานคณะกรรมการกฤษฎีกา และ สำนักงานคณะกรรมการอาหารและยา (อย.) รวมถึงผู้ทรงคุณวุฒิจากภาควิชาชีพและสมาชิก SEAProTI ได้ร่วมแลกเปลี่ยนข้อมูลเชิงลึก เพื่อใช้เป็นแนวทางในการ ปรับปรุงและเสนอแนะแนวทางการแก้ไขกฎหมายที่เกี่ยวข้อง โดยเฉพาะ
- กฎกระทรวงปี พ.ศ. 2540 ว่าด้วยนักแปลรับรองและผู้รับรองเอกสารจากภาคเอกชน ซึ่งตราขึ้นตาม พระราชบัญญัติวิธีปฏิบัติราชการทางปกครอง พ.ศ. 2539
- และการพิจารณาแนวทาง ยกระดับสถานะทางกฎหมายของล่ามรับรอง ในประเทศไทยในอนาคต
สมาคม SEAProTI ขอยืนยันเจตนารมณ์ในการ ยกระดับมาตรฐานวิชาชีพ และผลักดันให้เกิดการ รับรองสถานะทางกฎหมายอย่างชัดเจน แก่นักแปลและล่ามในประเทศไทยและภูมิภาค

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
