The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has launched a Pilot Training Program for Dubbing Translators as part of its initiative to prepare qualified professionals for official enlistment as dubbing translators, in accordance with the Association’s regulations aligned with provisions published in the Royal Thai Government Gazette.
This pilot program responds to the rapid growth of the film, series, documentary, and digital media industries, where there is increasing demand for dubbing translators who possess not only strong language proficiency but also a profound understanding of audiovisual media, timing, performance constraints, and professional ethics. Dubbing translation goes far beyond word-for-word rendering; it requires the ability to convey emotion, rhythm, character intent, and cultural context in harmony with image and sound.
From Pilot Training to Official Enlistment
The pilot course is designed as a hands-on, practice-oriented program, closely simulating real-world dubbing studio conditions. Participants receive intensive training in key areas, including:
- Principles of dubbing translation with attention to timing and lip-sync
- Lexical and stylistic choices appropriate to character, genre, and cultural context
- Quality standards for professional dubbing translation in international markets
- Professional ethics and accountability of dubbing translators as a specialized language profession
After finishing the training and evaluation, those who meet the set standards will be eligible to be officially recognized as dubbing translators by SEAProTI, ensuring that media producers, content owners, and commissioning bodies can trust their skills and reliability.
Raising Professional Standards with Transparency and Accountability
SEAProTI emphasizes that enlistment is not merely a compilation of names but a structured mechanism for defining professional qualifications, quality benchmarks, and responsibilities. The system is designed to protect both service users and practitioners while strengthening trust in the dubbing translation profession.
This pilot training program, therefore, represents a major turning point in the ongoing efforts of the Southeast Asian Association of Professional Translators and Interpreters to advance Thailand’s language professions in line with the creative industries, grounded in transparent, verifiable, and internationally recognized professional standards.
About Certified Translators, Translation Certifiers, and Certified Interpreters of SEAProTI

SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) เดินหน้ายกระดับมาตรฐานวิชาชีพภาษา จัด จัดการอบรมนำร่องนักแปลบทพากย์ (Dubbing Translators – Pilot Program) เพื่อเตรียมความพร้อมสำหรับการขึ้นบัญชีนักแปลบทพากย์อย่างเป็นทางการ ขึ้นบัญชีนักแปลบทพากย์อย่างเป็นทางการ ตามข้อบังคับสมาคม ซึ่งอ้างอิงและสอดคล้องกับหลักเกณฑ์ที่ได้ประกาศในราชกิจจานุเบกษา
การอบรมครั้งนี้จัดขึ้นเพื่อตอบโจทย์การเติบโตของอุตสาหกรรมภาพยนตร์ ซีรีส์ สารคดี และสื่อดิจิทัล ที่ต้องการนักแปลบทพากย์ซึ่งมีทั้งทักษะภาษา ทักษะภาษา ความเข้าใจเชิงสื่อ และจริยธรรมวิชาชีพ ไม่ใช่เพียงการแปลคำต่อคำ แต่ต้องสามารถถ่ายทอดอารมณ์ จังหวะ และบริบทให้สอดคล้องกับภาพ เสียง และวัฒนธรรมผู้ชมปลายทาง
หลักสูตรนำร่อง: จากการอบรมสู่การขึ้นบัญชี
หลักสูตรนำร่องนี้ออกแบบในลักษณะ Hands-on Training โดยเน้นการทำงานจริงใกล้เคียงสภาพแวดล้อมในสตูดิโอพากย์ ผู้เข้าร่วมอบรมจะได้รับการฝึกในประเด็นสำคัญ เช่น
- หลักการแปลบทพากย์ให้สอดคล้องกับเวลา (lip-sync/timing)
- การเลือกถ้อยคำให้เหมาะกับตัวละครและบริบทวัฒนธรรม
- มาตรฐานคุณภาพงานแปลบทพากย์ในระดับสากล
- จรรยาบรรณและความรับผิดชอบของนักแปลบทพากย์ในฐานะวิชาชีพเฉพาะทาง
ภายหลังจากการอบรมและการประเมินผล ผู้ที่ผ่านเกณฑ์จะได้รับการพิจารณาเพื่อขึ้นบัญชีเป็นนักแปลบทพากย์ของสมาคม ขึ้นบัญชีเป็นนักแปลบทพากย์ของสมาคม ซึ่งถือเป็นกลไกสำคัญในการสร้างความน่าเชื่อถือให้แก่ผู้ว่าจ้าง ผู้ผลิตสื่อ และหน่วยงานที่เกี่ยวข้อง
ยกระดับวิชาชีพ สร้างมาตรฐานที่ตรวจสอบได้
สมาคมฯ ระบุว่า การขึ้นบัญชีนักแปลบทพากย์ไม่ใช่เพียงการรวบรวมรายชื่อ แต่เป็นการกำหนด แต่เป็นการกำหนดกรอบมาตรฐาน คุณสมบัติ และความรับผิดชอบ และความรับผิดชอบของผู้ประกอบวิชาชีพอย่างชัดเจน เพื่อคุ้มครองทั้งผู้บริโภคและนักแปลที่ทำงานอย่างมืออาชีพ

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกา เสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
