SEAProTI Participates in Seminar on the Benefits and Impacts of Thailand’s Accession to the Apostille Convention
Bangkok — The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) participated in a high-level seminar titled “The Benefits and Impacts of Thailand’s Accession to the Apostille Convention for the Business Sector and Civil Society,” hosted by the Department of Consular Affairs, Ministry of Foreign Affairs, on Wednesday, 17 December 2025, at Lotus Rooms 5–7, 22nd Floor, Centara Grand at CentralWorld, Bangkok.
The seminar focused on enhancing understanding and preparedness regarding the Apostille Convention, which will streamline and internationalize Thailand’s document authentication process. The adoption of the Apostille system is expected to significantly reduce bureaucratic procedures, lower costs, and increase efficiency and transparency for individuals, businesses, and government agencies engaged in cross-border documentation.
SEAProTI recognizes the importance of this development, particularly for the translation and interpreting profession, which plays a vital role in the verification and submission of international documents. The association believes that Thailand’s accession to the Apostille Convention will strengthen trust in the country’s legal and administrative framework while aligning national practices with global standards.
SEAProTI extends its appreciation to the Department of Consular Affairs for the invitation and reaffirms its commitment to supporting Thailand’s transition toward a simplified and internationally recognized authentication system. The association remains dedicated to promoting high professional standards among translators and interpreters in Southeast Asia in anticipation of the new demands and opportunities arising from Apostille implementation.

SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ เข้าร่วมการสัมมนาเชิงวิชาการว่าด้วยผลกระทบและประโยชน์ของอนุสัญญา Apostille ต่อประเทศไทย
กรุงเทพมหานคร — สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) เข้าร่วมการสัมมนาเชิงวิชาการเรื่อง เรื่อง “ประโยชน์และผลกระทบการเข้าเป็นภาคีอนุสัญญาอะโพสทิล (Apostille Convention) ของประเทศไทยต่อภาคธุรกิจและภาคประชาสังคม” ซึ่งจัดโดยกรมการกงสุล กระทรวงการต่างประเทศ ในวันพุธที่ 17 ธันวาคม 2568 ณ ห้องโลตัส 5–7 ชั้น 22 โรงแรม Centara Grand at CentralWorld กรุงเทพฯ
การสัมมนาครั้งนี้มุ่งเน้นการให้ความรู้และสร้างความเข้าใจเกี่ยวกับกระบวนการรับรองเอกสารระหว่างประเทศแบบ Apostille ซึ่งประเทศไทยเตรียมดำเนินการในอนาคตอันใกล้ โดยจะมีผลโดยตรงต่อกระบวนการทางเอกสารภาคธุรกิจ ภาคประชาสังคม และงานแปลเอกสารที่เกี่ยวข้องกับการต่างประเทศ
สมาคมฯ เห็นว่าการเข้าเป็นภาคีอนุสัญญาฯ ดังกล่าว จะเป็นก้าวสำคัญต่อการยกระดับมาตรฐานการรับรองเอกสารให้มีความเรียบง่าย โปร่งใส และเป็นสากล อันจะนำไปสู่การลดขั้นตอน ลดต้นทุน และเพิ่มความเชื่อมั่นในระบบกฎหมายไทยในเวทีระหว่างประเทศ พร้อมกันนี้ ยังส่งผลต่อมาตรฐานวิชาชีพการแปลและล่ามซึ่งเป็นส่วนสำคัญในกระบวนการรับรองเอกสาร
สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ขอขอบคุณกรมการกงสุลที่ให้เกียรติเชิญเข้าร่วม และยืนยันความพร้อมในการสนับสนุนการพัฒนาระบบรับรองเอกสารของประเทศไทยให้สอดคล้องกับมาตรฐานสากล รวมถึงส่งเสริมบทบาทนักแปลและล่ามในภูมิภาคให้เข้มแข็งและเป็นที่ยอมรับในระดับนานาชาติ

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติของผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกา เสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
