Press Release: Knowledge Review and Experience Sharing in the Training Program on
“Dispute Mediation Process Management Skills for the Administrative Teams of Community Dispute Mediation Centers (Batch 26)”
From 20–22 November 2025, the Department of Rights and Liberties Protection organized the training program titled “Dispute Mediation Process Management Skills for the Administrative Teams of Community Dispute Mediation Centers, Batch 26” at Abina House Hotel, Lak Si District, Bangkok. The objective of the program was to enhance the capacity and preparedness of personnel responsible for providing mediation services to the public in an effective and professional manner.
On this occasion, Wanitcha Sumanas, President of the Southeast Asian Professional Translators and Interpreters Association (SEAProTI), a registered mediator under the Ministry of Justice, the Royal Thai Police, and the Judge Advocate General’s Department of the Ministry of Defence, as well as Chairperson of the Community Dispute Mediation Center at Lumphini Metropolitan Police Station and a working member of the Senate Committee on Foreign Affairs and Education, together with Phairat Saengsida, a mediator under the Ministry of Justice and the Royal Thai Police, Parliamentary Advisor, Advisor to the Community Dispute Mediation Center at Lumphini Metropolitan Police Station, and an Honorary Member and Advisor to the Center’s Chairperson, jointly reviewed key concepts, shared real-world experiences, and exchanged professional insights with participants from community mediation centers across the country.
The training focused on developing essential operational skills, including the submission and receipt of mediation requests through documents and online systems, systematic case file management, the drafting of dispute settlement agreements, and the issuance of official certificates of mediation outcomes in accordance with applicable standards and procedures.
This knowledge-sharing initiative represents an important step in strengthening the standards of community-based dispute mediation. It reinforces the capacity of mediators and administrative teams to assist the public efficiently, transparently, and fairly, while promoting peaceful and sustainable approaches to conflict resolution within society.
About Certified Translators, Translation Certification Providers, and Certified Interpreters of SEAProTI
The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has formally announced the qualifications and requirements for registration of Certified Translators, Translation Certification Providers, and Certified Interpreters in Sections 9 and 10 of the Royal Gazette, published by the Secretariat of the Cabinet, Office of the Prime Minister of Thailand, on 25 July 2024 (Vol. 141, Part 66 Ng, p. 100). The Council of State has proposed the enactment of a Royal Decree, granting registered translators and recognized translation certifiers from professional associations or accredited language institutions the authority to provide legally valid translation certification (Letter to SEAProTI dated April 28, 2025)
SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

“หลักสูตรทักษะการจัดกระบวนการไกล่เกลี่ยข้อพิพาทสำหรับคณะทำงานบริหารประจำศูนย์ไกล่เกลี่ยข้อพิพาทภาคประชาชน” รุ่นที่ 26
ระหว่างวันที่ 20–22 พฤศจิกายน 2568 ณ โรงแรมเอบีน่า เฮ้าส์ เขตหลักสี่ กรุงเทพมหานคร กรมคุ้มครองสิทธิและเสรีภาพได้จัดฝึกอบรม “หลักสูตรทักษะการจัดกระบวนการไกล่เกลี่ยข้อพิพาทสำหรับคณะทำงานบริหารประจำศูนย์ไกล่เกลี่ยข้อพิพาทภาคประชาชน” รุ่นที่ 26 เพื่อพัฒนาศักยภาพบุคลากรด้านการไกล่เกลี่ยข้อพิพาทให้มีความพร้อมในการให้บริการประชาชนอย่างมีประสิทธิภาพ
ในการนี้ คุณวณิชชา สุมานัส นายกสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ผู้ไกล่เกลี่ยสังกัดกระทรวงยุติธรรม สำนักงานตำรวจแห่งชาติ และกรมพระธรรมนูญ กระทรวงกลาโหม ประธานศูนย์ไกล่เกลี่ยข้อพิพาทภาคประชาชนประจำสถานีตำรวจนครบาลลุมพินี รวมถึงคณะทำงานในคณะกรรมาธิการต่างประเทศและการศึกษา วุฒิสภา และท่านไพรัตน์ แสงสีดำ ผู้ไกล่เกลี่ยสังกัดกระทรวงยุติธรรม สำนักงานตำรวจแห่งชาติ ที่ปรึกษารัฐสภา และที่ปรึกษาศูนย์ไกล่เกลี่ยข้อพิพาทภาคประชาชนประจำสถานีตำรวจนครบาลลุมพินี สมาชิกกิตติมศักดิ์และที่ปรึกษาประธานศูนย์ฯ ได้ร่วมกันทบทวนองค์ความรู้ ถ่ายทอดประสบการณ์จริงจากการปฏิบัติงานในภาคสนาม และแลกเปลี่ยนแนวทางการพัฒนางานด้านการไกล่เกลี่ย เพื่อยกระดับมาตรฐานการทำงานของคณะทำงานบริหารศูนย์ไกล่เกลี่ยข้อพิพาทภาคประชาชนจากทั่วประเทศ
เนื้อหาการฝึกอบรมมุ่งเน้นทักษะที่จำเป็นต่อการปฏิบัติงานของศูนย์ไกล่เกลี่ยภาคประชาชน ได้แก่ การรับคำร้องผ่านเอกสารและระบบออนไลน์ การบริหารจัดการสำนวนอย่างเป็นระบบ การจัดทำบันทึกข้อตกลงการระงับข้อพิพาท และการออกหนังสือรับรองผลการไกล่เกลี่ยให้เป็นไปตามหลักเกณฑ์และมาตรฐานที่กำหนด
การแลกเปลี่ยนความรู้ในครั้งนี้นับเป็นอีกหนึ่งก้าวสำคัญในการยกระดับคุณภาพการให้บริการด้านการไกล่เกลี่ยข้อพิพาทในภาคประชาชน เสริมสร้างความพร้อมให้บุคลากรสามารถช่วยเหลือประชาชนได้อย่างมีประสิทธิภาพ โปร่งใส และเป็นธรรม ตลอดจนส่งเสริมการแก้ไขข้อพิพาทด้วยสันติวิธี เพื่อนำไปสู่ความสงบสุขและความยั่งยืนในสังคมโดยรวม
เกี่ยวกับนักแปลรับรอง ผู้รับรองการแปล และล่ามรับรองของสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้
สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกาเสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปหฟลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
