SEAProTI Clarifies Distinction Between Certified Translators and Certified Interpreters
Misuse of License May Constitute a Criminal Offense
12 October 2025, Bangkok – The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has reaffirmed its commitment to professional standards by clearly defining the competencies of translators and interpreters. The Association emphasizes that licenses for these two professions are separate and non-interchangeable. Using a translator’s license to perform interpreting duties—or vice versa—constitutes professional misrepresentation and may be subject to criminal liability.
SEAProTI officially classifies language professionals into two main categories to uphold transparency, accountability, and regional professional integrity:
- Certified Translator and Translation Certifier — Holders of this license are authorized to perform as certified translators and/or authorized translation certifiers on behalf of SEAProTI. They are qualified to certify the accuracy and authenticity of translated documents for legal, administrative, or professional purposes, including official certificates, contracts, and notarized documents.
- Certified Interpreter — Licensed professionals who perform interpreting duties under the Association’s authority. Their competencies center on listening, oral communication, and ethical conduct specific to interpreting in court proceedings, conferences, and multilingual communication settings.
SEAProTI stresses that these two professions require distinct qualifications, skill sets, and ethical frameworks. Their licenses are issued separately and cannot be used interchangeably. Any attempt to use a Certified Translator license to claim the role of a Certified Interpreter—or to falsely represent oneself as a licensed interpreter—constitutes a serious violation of SEAProTI’s professional code and may fall under criminal misrepresentation as defined by law.
Maintaining professional integrity and respecting the scope of each license are essential to protecting public trust and upholding the credibility of the language profession across Southeast Asia.

About Certified Translators, Translation Certifiers, and Certified Interpreters of SEAProTI

SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

ห้ามใช้ใบอนุญาตสลับกัน ฝ่าฝืนเข้าข่ายความผิดทางอาญา
สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ประกาศย้ำจุดยืนเรื่องมาตรฐานวิชาชีพด้านภาษา โดยแบ่งแยกสมรรถนะของนักแปลและล่ามอย่างชัดเจน เพื่อสร้างความโปร่งใสและยกระดับมาตรฐานวิชาชีพในภูมิภาค พร้อมเตือนว่า การนำใบอนุญาตของอีกสาขาไปใช้แทนกันถือเป็นการ “แอบอ้าง” ที่อาจเข้าข่ายความผิดทางอาญา
SEAProTI ได้กำหนดมาตรฐานสมรรถนะของนักวิชาชีพด้านภาษาออกเป็นสองกลุ่มหลัก ได้แก่
- นักแปลรับรองและผู้รับรองการแปล (Certified Translator and Translation Certifier) — ผู้ได้รับใบอนุญาตให้ปฏิบัติหน้าที่นักแปลรับรองและ/หรือผู้รับรองการแปลในนามสมาคม มีอำนาจรับรองความถูกต้องของเอกสารแปลในลักษณะทางราชการและวิชาชีพ เช่น เอกสารกฎหมาย หนังสือรับรอง และเอกสารทางธุรกิจที่ต้องการการยืนยันความถูกต้องตามมาตรฐานสากล
- ล่ามรับรอง (Certified Interpreter) — ผู้ได้รับใบอนุญาตให้ปฏิบัติหน้าที่ล่ามในนามสมาคม โดยมุ่งเน้นสมรรถนะด้านการฟัง พูด ถ่ายทอดสารอย่างแม่นยำ และรักษาจรรยาบรรณเฉพาะสำหรับการล่ามในกระบวนการทางกฎหมาย การประชุม หรือการสื่อสารระหว่างภาษาในระดับมืออาชีพ
SEAProTI ระบุอย่างชัดเจนว่า ทั้งสองสาขาวิชาชีพนี้มี ใบอนุญาตแยกต่างหาก และไม่สามารถใช้แทนกันได้ เนื่องจากมีลักษณะงาน สมรรถนะ และกรอบจรรยาบรรณที่แตกต่างกันโดยสิ้นเชิง ผู้ที่นำใบอนุญาตของ “นักแปลรับรอง” ไปใช้ในฐานะ “ล่าม” หรืออ้างตนเป็นล่ามรับรองโดยไม่ได้รับอนุญาตจากสมาคม ถือเป็นการกระทำที่ ผิดระเบียบและอาจเข้าข่ายความผิดทางอาญา ตามกฎหมายว่าด้วยการแอบอ้างคุณสมบัติทางวิชาชีพ
SEAProTI ย้ำว่าการรักษาความถูกต้องของสถานะวิชาชีพเป็นหัวใจสำคัญของความน่าเชื่อถือในวงการภาษา ทั้งยังสะท้อนถึงความโปร่งใส ความซื่อสัตย์ และความเป็นมืออาชีพของผู้ประกอบวิชาชีพทุกคนในภูมิภาค

สำนักคณะกรรมการกฤษฎีกาเสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
