The Renewal of the Term of Office of Chartered Trustees and the Development of the Profession of Certified Translators, Certified Translation Certifiers, and Certified Interpreters: An Institutional Analysis of the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI)
28 December 2025, Bangkok – This article aims to analyze the role of Chartered Trustees who have been duly elected and appointed to serve an additional term during the period B.E. 2569–2572 (2026–2029) of the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI). The analysis focuses on the significance of institutional continuity in the development of professional standards for certified translators, certified translation certifiers, and certified interpreters, as well as in strengthening credibility among members, service users, government agencies, and domestic and international organizations.
The article argues that the renewal of the term of office of Chartered Trustees does not constitute a perpetuation of personal authority; rather, it functions as a professional governance mechanism that sustains stability, accountability, and long-term trust in the professional system.

Introduction
In the contemporary context, the professions of translation and interpreting do not merely involve linguistic transfer. They are directly linked to the administration of justice, human rights protection, legal certainty, and the credibility of states and international systems. Consequently, professional associations responsible for regulating standards in language professions must possess governance structures that are stable, transparent, accountable, and institutionally recognized.
The existence of the position of Chartered Trustee, together with the renewal of trustees’ terms in accordance with the association’s regulations, therefore constitutes a critical indicator of a genuine professional organization, as opposed to an ad hoc network or an interest-based group.
Conceptual Framework: Institutional Continuity and Professional Governance
In theories of professional governance, continuity within a core governing body serves several essential functions, preserving institutional memory, upholding professional standards and ethics, and linking the professional body with the legal system and the state.
A complete turnover of a governing board at the same time may result in uncertainty in policy direction, professional standards, and external trust. Accordingly, the renewal of the term of office of duly elected and appointed Chartered Trustees represents a governance mechanism commonly adopted by professional associations at the international level.

Chartered Trustee and President
Wanitcha Sumanat holds a Master’s degree in English for Communication. Wanitcha serves as an arbitrator under the Ministry of Justice and as a mediator affiliated with multiple state agencies, including the Department of Rights and Liberties Protection, the Ministry of Justice; the Judge Advocate General’s Department, Ministry of Defence; and the Royal Thai Police. Wanitcha also serves as Chair of the People’s Dispute Mediation Center at Lumpini Metropolitan Police Station. All of these appointments have been formally published in the Royal Gazette. In addition, Wanitcha is the first registered forensic linguist in Thailand and serves as an expert witness in forensic linguistics before Thai courts. Wanitcha is also a certified and licensed translator (Level 3), translation certification provider, and certified interpreter under SEAProTI.
Preecha Wiphasutsath
Chartered Trustee and Vice President
Pricha Wiphasutsath holds a Master’s degree in Law. Pricha serves as an arbitrator under the Ministry of Justice and the Shanghai Arbitration Commission of the People’s Republic of China. Pricha is also a mediator of the South Bangkok Civil Court and an associate judge of the Labour Court. All of these positions have been formally appointed and published in the Royal Gazette.

Pricha Watcharanai holds a Master’s degree in Law. Pricha serves as a dispute mediator under the Department of Rights and Liberties Protection, Ministry of Justice, and the Royal Thai Police. Pricha also holds leadership positions as President of the Association for the Promotion of Journalists in Print, Radio, Television, and Online Media, and President of the Volunteer Reporters Association of the Khosasi Radio Center and the Police–People Station Magazine.

Kritsanai Chatasuphon holds a Master’s degree in Law and is currently practicing as a lawyer. Kritsanai serves as Chair of the Working Committee of the People’s Dispute Mediation Center, Phra Khanong Tai Subdistrict. Kritsanai has received a Certificate of Merit recognizing distinguished contributions to the justice process, as well as the Justice Administration Insignia, awarded by the Office of Justice Affairs for the fiscal year B.E. 2565 (2022).

Na-nenChanpleng holds a Master’s degree in Law. Na-nen is currently a practicing lawyer, a court mediator and conciliator, and an arbitrator. His professional qualifications and experience lie in the fields of law and the administration of justice.

บทคัดย่อ
บทความนี้มีวัตถุประสงค์เพื่อวิเคราะห์บทบาทของ กรรมการผู้ก่อตั้ง (Chartered Trustee) ที่ได้รับการเลือกตั้งและแต่งตั้งให้ดำรงตำแหน่งต่ออีกหนึ่งวาระ ในช่วงปี พ.ศ. 2569–2572 ของ สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) โดยมุ่งอธิบายความสำคัญของความต่อเนื่องเชิงสถาบัน (institutional continuity) ต่อการพัฒนามาตรฐานวิชาชีพนักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง ตลอดจนการเสริมสร้างความน่าเชื่อถือให้แก่สมาชิก ผู้ใช้บริการ หน่วยงานรัฐ และองค์กรทั้งในและต่างประเทศ บทความนี้ชี้ให้เห็นว่า การต่ออายุวาระของ Chartered Trustee มิใช่การสืบทอดอำนาจส่วนบุคคล หากแต่เป็นกลไกธรรมาภิบาลที่ช่วยค้ำจุนเสถียรภาพ ความรับผิดชอบ และความเชื่อมั่นของระบบวิชาชีพในระยะยาว

วิชาชีพการแปลและการล่ามในบริบทร่วมสมัย มิได้ทำหน้าที่เพียงถ่ายทอดภาษา หากแต่เกี่ยวข้องโดยตรงกับ กระบวนการยุติธรรม สิทธิมนุษยชน ความมั่นคงทางกฎหมาย และความเชื่อถือของรัฐและนานาชาติ ด้วยเหตุนี้ สมาคมวิชาชีพที่ทำหน้าที่กำกับมาตรฐานบุคลากรด้านภาษา จึงจำเป็นต้องมีโครงสร้างการบริหารที่มั่นคง ตรวจสอบได้ และได้รับการยอมรับในเชิงสถาบัน

สำนักคณะกรรมการกฤษฎีกา เสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
