SEAProTI’s Peer Certification System was developed precisely for this purpose—ensuring that certification in translation and interpreting adheres to rigorous professional and ethical standards.

Appointment of the Credential Committee 2026

ในยุคโลกาภิวัตน์ การสื่อสารข้ามภาษาเป็นหัวใจสำคัญของระบบกฎหมายและความยุติธรรม การตีความข้อความผิดเพียงประโยคเดียวอาจเปลี่ยนผลของคดีได้อย่างมีนัยสำคัญ ดังนั้น ผู้แปลและล่ามจึงมีสถานะเป็น “ผู้ค้ำประกันความเข้าใจ” ระหว่างผู้มีส่วนเกี่ยวข้องในกระบวนการยุติธรรมและธุรกรรมระหว่างประเทศ (González et al., 2012)

ระบบ Peer Certification และหลักการของความเท่าเทียมในวิชาชีพ
ระบบ Peer Certification คือกลไกการรับรองคุณสมบัติของผู้ประกอบวิชาชีพโดยผู้มีความรู้ ความเชี่ยวชาญ และคุณวุฒิในระดับเดียวกัน (ATA, 2023) หลักการนี้ได้รับการยอมรับอย่างกว้างขวางในองค์กรวิชาชีพระดับนานาชาติ เช่น
- National Register of Public Service Interpreters (NRPSI) แห่งสหราชอาณาจักร
- American Translators Association (ATA) แห่งสหรัฐอเมริกา
ในประเทศไทย SEAProTI เป็นสมาคมแรกที่นำหลักการดังกล่าวมาประยุกต์ใช้กับการรับรองนักแปลรับรอง (Certified Translator), ผู้รับรองการแปล (Translation Certification Provider), และล่ามรับรอง (Certified Interpreter) เพื่อสร้างมาตรฐานกลางของภูมิภาคอาเซียนให้สามารถเทียบเคียงกับมาตรฐานสากล

เพื่อให้กระบวนการรับรองคุณสมบัติเป็นไปอย่างมีธรรมาภิบาล SEAProTI ได้แต่งตั้ง คณะกรรมการตรวจสอบคุณสมบัติผู้สมัคร (Credential Committee) ประจำปี พ.ศ. 2569 ซึ่งประกอบด้วยผู้ทรงคุณวุฒิจากหลายสาขา ได้แก่

บุคคลเหล่านี้มีบทบาทสำคัญในการกำหนดมาตรฐานและตรวจสอบความถูกต้องของคุณสมบัติของผู้สมัครในทุกขั้นตอน โดยยึดหลัก ความเป็นกลาง ความโปร่งใส และจรรยาบรรณแห่งวิชาชีพ
หน้าที่และอำนาจของคณะกรรมการ
คณะกรรมการตรวจสอบคุณสมบัติผู้สมัครมีหน้าที่หลักสามประการ ได้แก่
- ตรวจสอบและรับรองคุณสมบัติของผู้สมัคร ตามหลักเกณฑ์ของสมาคม ซึ่งครอบคลุมทั้งด้านความรู้ทางภาษา ความเข้าใจในกฎหมาย และจริยธรรมวิชาชีพ
- เสนอรายชื่อผู้ผ่านการตรวจสอบ ให้คณะกรรมการบริหารสมาคมพิจารณาให้การรับรองอย่างเป็นทางการ
- ปฏิบัติงานด้วยความเป็นธรรม โปร่งใส และตรวจสอบได้ เพื่อรักษาความเชื่อมั่นของสาธารณะและหน่วยงานภาครัฐที่พึ่งพาผู้ประกอบวิชาชีพเหล่านี้
