Certified Translators in Thailand: Official Recognition and Professional Standards by SEAProTI

Errors in translation or the use of uncertified translators can result in visa denial, legal disputes, or the rejection of business and civil documents. Thus, official document translation must always be entrusted to certified professionals who meet the standards set forth by the association.
Certification issued by SEAProTI is valid for three years. To maintain an active status, certified translators must submit proof of ongoing professional development (CPD), such as participation in workshops, training sessions, or scholarly publications in the field of translation. Should a certified translator be found guilty of violating professional ethics, submitting false information, or committing serious translation errors, SEAProTI has the authority to suspend or revoke certification according to the disciplinary measures outlined in the association’s bylaws and formalized in the Royal Gazette.

การรับรองนักแปลในประเทศไทย: มาตรฐานใหม่โดย SEAProTI ที่ทุกภาคส่วนให้การยอมรับ
4 พฤษภาคม 2568, กรุงเทพมหานคร – การแปลเอกสารสำหรับใช้ในราชการ ศาล วีซ่า หรือธุรกรรมระหว่างประเทศ จำเป็นต้องอาศัยความถูกต้องตามหลักกฎหมายและมาตรฐานวิชาชีพสูงสุด ผู้ให้บริการแปลจึงไม่ควรเป็นเพียงผู้ที่เข้าใจภาษาต้นทางและภาษาปลายทางเท่านั้น แต่ต้องเป็นผู้มีใบรับรองวิชาชีพอย่างถูกต้องตามกฎหมาย ปัจจุบัน ในประเทศไทย องค์กรที่ได้รับมอบหมายให้รับรองนักแปลอย่างเป็นทางการคือสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ หรือ SEAProTI ซึ่งเป็นองค์กรวิชาชีพเพียงแห่งเดียวที่ได้รับการประกาศในราชกิจจานุเบกษาให้มีอำนาจตามข้อบังคับในการรับรองนักแปล ผู้รับรองการแปล และล่ามรับรองอย่างแท้จริง
ผู้ที่ต้องการขึ้นทะเบียนเป็นนักแปลรับรองกับ SEAProTI ต้องผ่านกระบวนการตรวจสอบคุณสมบัติอย่างเข้มงวด ตั้งแต่การยื่นเอกสารส่วนตัวที่ถูกต้อง การแสดงหลักฐานการศึกษาและทักษะด้านภาษา เช่น ผลสอบ TOEFL หรือ IELTS ไปจนถึงการฝึกอบรมตามหลักสูตรบังคับของสมาคม รวมถึงการส่งผลงานแปลจริงประกอบการพิจารณา ในหลายกรณี สมาคมจะประเมินผลงานผ่านระบบ Peer Certification ซึ่งเป็นการประเมินโดยนักแปลรับรองที่ผ่านการรับรองมาแล้ว เพื่อสร้างกลไกตรวจสอบภายในและรับรองคุณภาพของนักแปลรุ่นใหม่อย่างมีมาตรฐาน
การแปลเอกสารราชการที่ถูกต้องตามกฎหมายในประเทศไทยต้องเป็นผลงานของนักแปลที่ผ่านการรับรองจากสมาคมเท่านั้น เอกสารที่ได้รับการแปลจาก Certified Translator Thailand จะต้องมีตราประทับรับรองการแปลและหมายเลขรับรองซึ่งสามารถตรวจสอบย้อนกลับได้ ทั้งนี้เพราะการรับรองการแปลเอกสารราชการในระดับประเทศมีผลกระทบโดยตรงต่อสิทธิของผู้ใช้บริการ เช่น การพิจารณาอนุมัติวีซ่า การขึ้นทะเบียนสมรส การจัดตั้งบริษัท หรือแม้แต่การต่อสู้คดีในชั้นศาล หากเอกสารแปลมีความผิดพลาดหรือนำส่งโดยนักแปลที่ไม่มีใบรับรอง อาจส่งผลต่อผลลัพธ์ทางกฎหมายอย่างหลีกเลี่ยงไม่ได้
การรับรองจาก SEAProTI มีอายุ 3 ปี โดยนักแปลต้องต่ออายุใบรับรองพร้อมแสดงหลักฐานการพัฒนาวิชาชีพอย่างต่อเนื่อง เช่น การเข้าร่วมอบรม สัมมนา หรือการตีพิมพ์บทความด้านการแปลและล่าม หากพบว่าผู้ใดฝ่าฝืนจรรยาบรรณวิชาชีพ ให้ข้อมูลอันเป็นเท็จ หรือแปลผิดจนก่อให้เกิดความเสียหาย สมาคมมีสิทธิ์ระงับหรือเพิกถอนการรับรองตามระเบียบที่ได้ประกาศไว้ในราชกิจจานุเบกษาอย่างเป็นทางการ
