Re: Registration of Subtitlers with the Southeast Asian Association of Professional Translators and Interpreters
26 January 2026, Bangkok – The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) recognizes the growing importance of the subtitling profession, which requires specialized linguistic expertise and plays an increasingly significant role in the film, television, digital media, and streaming industries at both national and international levels.
To enhance professional standards and establish a clear regulatory framework for qualified practitioners, the Association has designated subtitling as one of the recognized language specialist professions in Thailand, subject to the Association’s professional oversight.
The Subtitling Profession’s Scope and Nature
According to Article 49 of the Association’s Regulations on Subtitlers under Chapter 11: Language Specialists, a subtitler is someone who is officially registered with the Association and works on translating, writing down, and converting content from audiovisual media—like movies, TV shows, documentaries, digital media, and streaming content—into subtitles. The purpose of subtitling is to enable audiences to read and accurately understand the content in a clear manner and in synchronization with the audiovisual material.
Subtitlers must perform their work with due regard to technical constraints, including but not limited to character limits per line, on-screen display duration, synchronization with images and sound, as well as linguistic and cultural context. Subtitlers are also required to uphold professional standards of accuracy, conciseness, naturalness, and professional ethics at all times.
Criteria for Registration as a Subtitler
In accordance with Article 49.1 of the Association’s Regulations on Subtitlers, applicants seeking registration under the Association’s supervision must complete the Association’s mandatory training program and successfully pass an assessment based on criteria prescribed by the Association. Registration and membership shall be governed by Chapter 2 of the Association’s Regulations concerning membership.
Accordingly, the Association prescribes the following qualifications and conditions for registration as a subtitler:
1. Qualifications of Applicants
1.1 The applicant must already be actively involved in the subtitling profession.
2. Conditions for Registration
2.1 The applicant must have completed a subtitling training program conducted by an individual, group of individuals, or organization accredited by the Southeast Asian Professional Translators and Interpreters Association.
2.2 The applicant must have at least one (1) year of professional experience in subtitling.
2.3 The applicant must pass a video subtitling test prescribed by the Association, with a minimum duration of ten (10) minutes, and successfully pass an evaluation conducted by assessors appointed by the Association.
Effective Date and Implementation
This announcement shall take effect from the date of its issuance. The Secretary-General of the Association, or any person authorized by the Association, shall have the authority to implement and administer this announcement in accordance with the Association’s regulations, rules, and resolutions in all respects.

About Certified Translators, Translation Certifiers, and Certified Interpreters of SEAProTI
The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially shared the qualifications and requirements for becoming Certified Translators, Translation Certification Providers, and Certified Interpreters in Sections 9 and 10 of the Royal Gazette, which was published by the Prime Minister’s Office in Thailand on July 25, 2024. The Council of State has proposed the enactment of a Royal Decree, granting registered translators and recognised translation certifiers from professional associations or accredited language institutions the authority to provide legally valid translation certification (Letter to SEAProTI dated April 28, 2025)
SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

เรื่อง การขึ้นบัญชีนักแปลบทบรรยายใต้ภาพ (Subtitlers)
26 มกราคม 2569, กรุงเทพมหานคร – สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ ตระหนักถึงความสำคัญของวิชาชีพ นักแปลบทบรรยายใต้ภาพ (Subtitlers) ซึ่งเป็นวิชาชีพด้านภาษาที่ต้องอาศัยความเชี่ยวชาญเฉพาะทาง และมีบทบาทเพิ่มขึ้นอย่างต่อเนื่องในบริบทของอุตสาหกรรมภาพยนตร์ โทรทัศน์ สื่อดิจิทัล และแพลตฟอร์มสตรีมมิงทั้งในประเทศและระดับสากล
เพื่อยกระดับมาตรฐานวิชาชีพ และสร้างระบบการรับรองผู้ประกอบวิชาชีพที่ชัดเจน สมาคมจึงกำหนดให้การแปลบทบรรยายใต้ภาพเป็นหนึ่งใน สาขาผู้เชี่ยวชาญด้านภาษาในประเทศไทย ภายใต้การกำกับดูแลของสมาคม
ขอบเขตและลักษณะของวิชาชีพนักแปลบทบรรยายใต้ภาพ
ตามข้อบังคับสมาคม ข้อ 49 ว่าด้วยนักแปลบทบรรยายใต้ภาพ ในหมวดที่ 11 ผู้เชี่ยวชาญด้านภาษา นักแปลบทบรรยายใต้ภาพหมายถึง บุคคลที่ได้รับการขึ้นบัญชีกับสมาคมในฐานะผู้ประกอบวิชาชีพด้านการแปล การถอดความ และการถ่ายทอดข้อความจากสื่อภาพและเสียง อาทิ ภาพยนตร์ รายการโทรทัศน์ สารคดี สื่อดิจิทัล และสื่อสตรีมมิง ให้เป็นบทบรรยายใต้ภาพ (Subtitles) เพื่อให้ผู้รับชมสามารถอ่านและทำความเข้าใจเนื้อหาได้อย่างถูกต้อง ชัดเจน และสอดคล้องกับจังหวะของสื่อ
การปฏิบัติงานของนักแปลบทบรรยายใต้ภาพต้องคำนึงถึงข้อจำกัดทางเทคนิคที่สำคัญ เช่น จำนวนตัวอักษรต่อบรรทัด ระยะเวลาในการแสดงผล ความสอดคล้องกับภาพและเสียง รวมถึงบริบททางภาษาและวัฒนธรรม ตลอดจนต้องรักษามาตรฐานด้านความถูกต้อง ความกระชับ ความเป็นธรรมชาติ และจริยธรรมแห่งวิชาชีพอย่างเคร่งครัด
หลักเกณฑ์การขึ้นบัญชีนักแปลบทบรรยายใต้ภาพ
ตามข้อบังคับสมาคม ข้อ 49.1 ผู้ประสงค์จะขอขึ้นบัญชีนักแปลบทบรรยายใต้ภาพภายใต้การกำกับดูแลของสมาคม จะต้องผ่านการอบรมหลักสูตรภาคบังคับของสมาคม และผ่านการประเมินผลตามเกณฑ์ที่สมาคมกำหนด ทั้งนี้ การขึ้นบัญชีและการเป็นสมาชิกให้เป็นไปตามข้อบังคับสมาคม หมวดที่ 2 ว่าด้วยสมาชิก
สมาคมจึงกำหนดคุณสมบัติและเงื่อนไขในการขึ้นบัญชีนักแปลบทบรรยายใต้ภาพ ดังต่อไปนี้
1. คุณสมบัติของผู้ขอขึ้นบัญชี
1.1 เป็นผู้ประกอบวิชาชีพนักแปลบทบรรยายใต้ภาพอยู่แล้ว
2. เงื่อนไขในการขอขึ้นบัญชี
2.1 ต้องผ่านการฝึกอบรมหลักสูตรด้านการแปลบทบรรยายใต้ภาพ ที่จัดโดยบุคคล กลุ่มบุคคล หรือหน่วยงานที่ได้รับการรับรองจากสมาคม
2.2 ต้องมีประสบการณ์ในการแปลบทบรรยายใต้ภาพไม่น้อยกว่า 1 ปี
2.3 ต้องเข้ารับการทดสอบการแปลวิดีโอตามที่สมาคมกำหนด ความยาวไม่น้อยกว่า 10 นาที และผ่านการประเมินจากผู้ประเมินที่สมาคมแต่งตั้ง
การบังคับใช้ประกาศ
ประกาศฉบับนี้ให้มีผลใช้บังคับตั้งแต่วันที่สมาคมประกาศเป็นต้นไป โดยให้เลขาธิการสมาคม หรือผู้ที่สมาคมมอบหมาย เป็นผู้มีอำนาจพิจารณาดำเนินการตามประกาศนี้ให้เป็นไปตามข้อบังคับ ระเบียบ และมติของสมาคมทุกประการ

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติของผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกาเสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
