Announcement of the Office of the Judiciary
Re: Application for Registration as Interpreters of the Office of the Judiciary for Fiscal Year B.E. 2565 (2022)
By virtue of Section 13, paragraph six, of the Criminal Procedure Code, as amended by the Act Amending the Criminal Procedure Code (No. 28), B.E. 2551 (2008), in conjunction with Chapter 5, Parts 1 and 2, of the Regulations of the Office of the Judiciary on the Payment of Allowances, Travel Expenses, and Accommodation Expenses for Interpreters Provided by the Court, and the Management of Interpreters of the Courts of Justice, B.E. 2562 (2019), the Office of the Judiciary shall proceed with the registration of interpreters of the Office of the Judiciary for Fiscal Year B.E. 2565 (2022).
This shall include the determination of details relating to the procedures, criteria, and methods concerning the application for registration as interpreters of the Office of the Judiciary. In this regard, applications for registration as English and Chinese language interpreters shall be accepted for the first round, with details as follows:
1. Qualifications of Applicants for Interpreter Registration
(1) The applicant shall be not less than twenty years of age.
(2) The applicant shall have completed training and assessment in accordance with the curriculum, techniques, or methods of interpreting organized or certified by the Office of the Judiciary, as specified in the details annexed to this Announcement.
(3) The applicant shall have experience in performing interpreting duties in court proceedings or in other agencies on no fewer than five occasions.
(4) The applicant shall be a person who is willing and able to devote time to the performance of interpreting duties.
(5) The applicant shall not be a person of degraded conduct or deficient moral integrity.
(6) The applicant shall not engage in any occupation, profession, or other activity that may affect the performance of interpreting duties or may cause damage to the dignity and reputation of the institution of the Courts of Justice.
(7) The applicant shall not be a person adjudged by a court to be incompetent or quasi-incompetent, or a person of unsound mind or mental infirmity.
(8) The applicant shall not have been sentenced to imprisonment by a final judgment, except in cases of offenses committed through negligence or minor offenses, or where the sentence has been served and a period of more than three years has elapsed since completion of the sentence.
(9) The applicant shall not have been removed from the interpreter register pursuant to the Regulations of the Office of the Judiciary on the Payment of Allowances, Travel Expenses, and Accommodation Expenses for Interpreters Provided by the Court and the Management of Interpreters of the Courts of Justice, B.E. 2562 (2019), Clause 23 (5), unless a period of more than three years has elapsed since the removal from the interpreter register.
2. Supporting Documents for the Application for Registration (All documents must be submitted in the form of electronic copies)
(1) A copy of the house registration, certified as a true copy.
(2) A copy of the national identification card or passport, certified as a true copy.
(3) Copies of educational qualification certificates at all levels as stated in the application for registration, certified as true copies (all documents to be submitted together as a single electronic PDF file), provided that the original documents shall be presented on the date of assessment.
(4) Copies of documents certifying or demonstrating details of the performance of interpreting duties in court proceedings or in other agencies, certified as true copies, such as letters issued by the Office of Foreign Affairs of the Office of the Judiciary requesting assistance to perform interpreting duties in the Courts of Justice or the Probation Office, or other documents certifying or demonstrating details of the performance of duties in any other form as deemed appropriate by the Director of the Office of Foreign Affairs.
For the purpose of verifying the qualifications, prohibited characteristics, and supporting documentary evidence of applicants for registration, such verification shall be conducted in accordance with Clause 22 of the Regulations of the Office of the Judiciary on the Payment of Allowances, Travel Expenses, and Accommodation Expenses for Interpreters Provided by the Court and the Management of Interpreters of the Courts of Justice, B.E. 2562 (2019) (all documents to be submitted together as a single electronic PDF file).
(5) Evidence or documents certifying professional practice or employment (to be submitted together as a single electronic PDF file, if any).
(6) Other relevant evidence, such as marriage certificates, name–surname change certificates, results of language proficiency examinations, or other supporting documents providing additional information regarding the applicant for registration, as the case may be.
(7) One color photograph, full-face, taken within the past six (6) months (in JPG format, with a maximum file size of 2 megabytes).
3. Method for Submitting an Application for Interpreter Registration
Applicants for interpreter registration shall submit their applications to the Director of the Office of Foreign Affairs and submit the supporting documents in accordance with Item 2 through the electronic interpreter registration application system via the website of the Office of Foreign Affairs at https://oia.coj.go.th, from 1 to 31 July B.E. 2565 (2022), no later than 4:30 p.m.
4. Selection Procedure
Applicants for interpreter registration who fully meet the qualifications under Item 1 shall be entitled to sit for the examinations as follows:
(1) Written Examination (Total score: 100 points)
a. Knowledge of criminal procedure and the judicial administration system, assessed by multiple-choice examination
(Maximum score: 30 points)
b. Knowledge of the Code of Ethics for Interpreters in the Courts of Justice, assessed by multiple-choice examination
(Maximum score: 20 points)
c. Knowledge of English or Chinese language in relation to legal matters, assessed by written examination
(Maximum score: 50 points)
(2) Interview Examination (Total score: 100 points)
Applicants shall be evaluated to determine their suitability for registration as interpreters of the Office of the Judiciary, based on their personal background, educational background, and work experience, as well as observation of behavior demonstrated during the application process and the interview.
The selection committee may also employ additional methods to assess suitability in various aspects, such as language proficiency in English or Chinese, knowledge beneficial to the performance of interpreting duties, ability, experience, judgment, discretion, temperament, emotional stability, attitude, professional ethics of interpreters, adaptability to social and environmental contexts, presence of mind, and overall personality, as deemed appropriate.
Applicants eligible to attend the interview must have obtained a combined score of not less than fifty percent (50%) in the written examinations under Items (a) and (b), and a score of not less than fifty percent (50%) in the written examination under Item (c). The overall written examination score must be not less than sixty-five percent (65%).
5. Announcement of Eligible Candidates and Selection Details
The list of candidates eligible to sit for the written examination and the list of candidates eligible to attend the interview, as well as the date, time, venue, and procedural details of the selection process, shall be announced via the website of the Office of Foreign Affairs at https://oia.coj.go.th and on the Facebook page Interpretation and Translation Division, Office of Foreign Affairs, Office of the Judiciary, at https://www.facebook.com/oiaintrans.
6. Decision Criteria
Applicants who obtain a written examination score of not less than sixty-five (65) points and an interview score of not less than fifty (50) points shall be deemed to have passed the interpreter registration examination as determined by the Committee for the Evaluation of Performance and Registration of Interpreters of the Office of the Judiciary.
Such applicants shall acquire the status of registered interpreters of the Office of the Judiciary and shall be entitled to receive interpreter allowances at the rates prescribed for registered interpreters pursuant to Chapter 2, Clause 12, paragraph three, hereinafter.
7. Status as a Registered Interpreter of the Office of the Judiciary
Applicants who pass the examination and are registered as interpreters of the Office of the Judiciary on this occasion shall be registered for a term of five (5) years, commencing from the date on which the Secretary-General of the Office of the Judiciary issues the registration order.
The Office of Foreign Affairs shall circulate an official notification of the list of registered interpreters of the Office of the Judiciary to all courts under the Office of the Judiciary and shall publish such list on the website of the Office of Foreign Affairs at
https://oia.coj.go.th, thereafter.

About Certified Translators, Translation Certifiers, and Certified Interpreters of SEAProTI
The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has formally announced the qualifications and requirements for registration of Certified Translators, Translation Certification Providers, and Certified Interpreters in Sections 9 and 10 of the Royal Gazette, published by the Secretariat of the Cabinet, Office of the Prime Minister of Thailand, on 25 July 2024 (Vol. 141, Part 66 Ng, p. 100). SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

เรื่อง การขอขึ้นทะเบียนล่ามของสำนักงานศาลยุติธรรม ประจำปีงบประมาณ พ.ศ. 2565
อาศัยอำนาจตามความในมาตรา 13 วรรคหก แห่งประมวลกฎหมายวิธีพิจารณาความอาญา ซึ่งแก้ไขเพิ่มเติมโดยพระราชบัญญัติแก้ไขเพิ่มเติมประมวลกฎหมายวิธีพิจารณาความอาญา (ฉบับที่ 28) พ.ศ. 2551 ประกอบกับหมวด 5 ส่วนที่ 1 และส่วนที่ 2 ของระเบียบสำนักงานศาลยุติธรรม ว่าด้วยการจ่ายค่าป่วยการ ค่าพาหนะเดินทาง ค่าเช่าที่พักแก่ล่ามที่ศาลจัดหาให้ และการบริหารจัดการล่ามของศาลยุติธรรม พ.ศ. 2562 สำนักงานศาลยุติธรรมจึงดำเนินการรับขึ้นทะเบียนล่ามของสำนักงานศาลยุติธรรม ประจำปีงบประมาณ พ.ศ. 2565
ทั้งนี้ ให้รวมถึงการกำหนดรายละเอียดเกี่ยวกับขั้นตอน หลักเกณฑ์ และวิธีการในการยื่นคำขอขึ้นทะเบียนล่ามของสำนักงานศาลยุติธรรม โดยจะเปิดรับคำขอขึ้นทะเบียนล่ามภาษาอังกฤษและภาษาจีน ครั้งที่ 1 โดยมีรายละเอียดดังต่อไปนี้
1. คุณสมบัติของผู้ยื่นคำขอขึ้นทะเบียนล่าม
(1) มีอายุไม่ต่ำกว่ายี่สิบปีบริบูรณ์
(2) ผ่านการอบรมและการประเมินตามหลักสูตร เทคนิค หรือวิธีการเป็นล่ามที่สำนักงานศาลยุติธรรมจัดหรือรับรอง ตามรายละเอียดแนบท้ายประกาศนี้
(3) มีประสบการณ์ปฏิบัติหน้าที่ล่ามในศาลหรือในหน่วยงานอื่นไม่น้อยกว่าห้าครั้ง
(4) เป็นผู้มีความพร้อมที่จะอุทิศเวลาในการปฏิบัติหน้าที่ล่าม
(5) ไม่เป็นผู้มีความประพฤติเสื่อมเสียหรือบกพร่องในศีลธรรมอันดี
(6) ไม่ประกอบอาชีพหรือกระทำกิจการอื่นใดอันอาจกระทบต่อการปฏิบัติหน้าที่ล่าม หรืออาจเสื่อมเสียต่อเกียรติศักดิ์และชื่อเสียงของสถาบันศาลยุติธรรม
(7) ไม่เป็นบุคคลที่ศาลมีคำสั่งให้เป็นคนไร้ความสามารถหรือคนเสมือนไร้ความสามารถ หรือเป็นบุคคลวิกลจริตหรือจิตฟั่นเฟือนไม่สมประกอบ
(8) ไม่เคยต้องโทษจำคุกโดยคำพิพากษาถึงที่สุด เว้นแต่เป็นความผิดที่กระทำโดยประมาทหรือความผิดลหุโทษ หรือพ้นโทษมาแล้วเป็นระยะเวลากว่าสามปี
(9) ไม่เป็นผู้ถูกเพิกถอนชื่อออกจากทะเบียนล่ามตามระเบียบสำนักงานศาลยุติธรรม พ.ศ. 2562 ข้อ 23 (5) เว้นแต่ได้พ้นระยะเวลาการถูกเพิกถอนมาแล้วไม่น้อยกว่าสามปี
2. เอกสารประกอบการยื่นคำขอขึ้นทะเบียน
(ให้ยื่นในรูปแบบสำเนาเอกสารอิเล็กทรอนิกส์)
(1) สำเนาทะเบียนบ้าน พร้อมรับรองสำเนาถูกต้อง
(2) สำเนาบัตรประจำตัวประชาชนหรือหนังสือเดินทาง พร้อมรับรองสำเนาถูกต้อง
(3) สำเนาแสดงวุฒิการศึกษาทุกระดับที่ระบุในคำขอขึ้นทะเบียน พร้อมรับรองสำเนาถูกต้อง (รวมส่งเป็นไฟล์ PDF เพียงไฟล์เดียว) โดยต้องแสดงต้นฉบับในวันที่เข้ารับการประเมิน
(4) สำเนาเอกสารรับรองหรือแสดงรายละเอียดการปฏิบัติหน้าที่ล่ามในศาลหรือหน่วยงานอื่น พร้อมรับรองสำเนาถูกต้อง เช่น หนังสือจากสำนักการต่างประเทศ สำนักงานศาลยุติธรรม หรือเอกสารอื่นตามที่ผู้อำนวยการสำนักการต่างประเทศเห็นสมควร ทั้งนี้ให้เป็นไปตามข้อ 22 ของระเบียบสำนักงานศาลยุติธรรม พ.ศ. 2562 (รวมส่งเป็นไฟล์ PDF เพียงไฟล์เดียว)
(5) หลักฐานหรือเอกสารรับรองในการประกอบอาชีพหรือการทำงาน (หากมี)
(6) หลักฐานอื่นที่เกี่ยวข้อง เช่น ใบสำคัญการสมรส เอกสารการเปลี่ยนชื่อ–สกุล ผลการสอบวัดระดับภาษา เป็นต้น
(7) รูปถ่ายสี หน้าตรง ถ่ายไว้ไม่เกิน 6 เดือน (ไฟล์ JPG ขนาดไม่เกิน 2 เมกะไบต์)
3. วิธีการยื่นคำขอขึ้นทะเบียนล่าม
ให้ผู้ยื่นคำขอขึ้นทะเบียนล่ามยื่นคำขอและเอกสารประกอบตามข้อ 2 ผ่านระบบยื่นคำขอขึ้นทะเบียนล่ามอิเล็กทรอนิกส์ ทางเว็บไซต์สำนักการต่างประเทศ https://oia.coj.go.th ระหว่างวันที่ 1 – 31 กรกฎาคม พ.ศ. 2565 ภายในเวลาไม่เกิน 16.30 น.
4. วิธีการคัดเลือก
ผู้มีคุณสมบัติครบถ้วนตามข้อ 1 มีสิทธิเข้ารับการสอบ ดังนี้
(1) การสอบข้อเขียน (คะแนนเต็ม 100 คะแนน)
ก. ความรู้เกี่ยวกับกระบวนการพิจารณาคดีอาญาและระบบงานศาลยุติธรรม (ปรนัย 30 คะแนน)
ข. ความรู้เกี่ยวกับจริยธรรมล่ามในศาลยุติธรรม (ปรนัย 20 คะแนน)
ค. ความรู้ด้านภาษาอังกฤษหรือภาษาจีนเกี่ยวกับกฎหมาย (อัตนัย 50 คะแนน)
(2) การสอบสัมภาษณ์ (คะแนนเต็ม 100 คะแนน)
เพื่อประเมินความเหมาะสมจากประวัติส่วนตัว การศึกษา ประสบการณ์ทำงาน พฤติกรรม ทัศนคติ จริยธรรม ความสามารถทางภาษา และบุคลิกภาพโดยรวม
ผู้มีสิทธิเข้ารับการสัมภาษณ์ต้องได้คะแนนข้อเขียนในข้อ ก. และ ข. รวมกันไม่น้อยกว่าร้อยละ 50 และข้อ ค. ไม่น้อยกว่าร้อยละ 50 และคะแนนรวมข้อเขียนไม่น้อยกว่าร้อยละ 65
5. การประกาศรายชื่อและรายละเอียดการคัดเลือก
จะประกาศทางเว็บไซต์สำนักการต่างประเทศ https://oia.coj.go.th และ Facebook Page ส่วนล่ามและการแปล สำนักการต่างประเทศ สำนักงานศาลยุติธรรม https://www.facebook.com/oiaintrans
6. เกณฑ์การตัดสิน
ผู้ที่ได้คะแนนสอบข้อเขียนไม่น้อยกว่า 65 คะแนน และคะแนนสอบสัมภาษณ์ไม่น้อยกว่า 50 คะแนน ถือว่าผ่านการขึ้นทะเบียนล่าม และมีสิทธิได้รับค่าป่วยการตามอัตราที่กำหนด
7. การเป็นล่ามขึ้นทะเบียนของสำนักงานศาลยุติธรรม
ผู้สอบผ่านจะได้รับการขึ้นทะเบียนเป็นล่ามของสำนักงานศาลยุติธรรม มีกำหนดระยะเวลา 5 ปี นับแต่วันที่เลขาธิการสำนักงานศาลยุติธรรมมีคำสั่ง และจะมีการประกาศรายชื่อผ่านเว็บไซต์สำนักการต่างประเทศต่อไป

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
สำนักคณะกรรมการกฤษฎีกา เสนอให้ตราเป็นพระราชกฤษฎีกา โดยกำหนดให้นักแปลที่ขึ้นทะเบียน รวมถึงผู้รับรองการแปลจากสมาคมวิชาชีพหรือสถาบันสอนภาษาที่มีการอบรมและขึ้นทะเบียน สามารถรับรองคำแปลได้ (จดหมายถึงสมาคม SEAProTI ลงวันที่ 28 เม.ย. 2568)
