Legalization of Documents: A Key Process for Verifying the Authenticity of Official Papers in International Use
17 October 2025, Bangkok – In an era of globalization where people move freely across borders, the use of official documents abroad has become increasingly essential. Whether for education, employment, marriage, or international legal transactions, all government-issued documents must undergo the process of legalization to confirm the authenticity of signatures, seals, and the official capacity of the signatories.
This crucial procedure is administered by the Department of Consular Affairs, Ministry of Foreign Affairs of Thailand, specifically through its Division of Nationality and Legalization. The process ensures that documents issued in Thailand are legally recognized and accepted abroad, maintaining the integrity and trustworthiness of official documentation in international contexts.
Initial Steps in the Legalization Process
Applicants must first prepare the original documents and complete the official application form. They are required to contact the Document Legalization Division, 3rd Floor, Department of Consular Affairs, Chaeng Watthana Road, where officers will verify the completeness of the submission.
Two categories of service are available:
- Express Service: 08:30 – 09:30 hrs
- Normal Service: 08:30 – 15:30 hrs
Applicants are strongly advised to ensure that the signatures and titles appearing on their documents correspond to the information recorded in the Consular Department’s database. Doing so helps prevent delays during the verification process.
Submission and Fee Payment
After preliminary verification, applicants must submit their documents at service counters No. 2–6, along with the completed application form, and pay the applicable fees as follows:
- Normal Service: 200 THB per stamp
- Express Service: 400 THB per stamp
- International Postal Delivery: 400 THB per page
Applicants will receive a payment receipt, which is required for document collection. Urgent documents can usually be collected on the same day, while regular documents can be collected within two working days or sent by postal mail upon request.
Verification and Legalization Procedures
Once submitted, documents are sorted and verified by officers who cross-check the accuracy of signatures and official positions. If the translation is accurate and all information is correct, the document proceeds to the legalization stage.
However, if any discrepancies or translation errors are found, applicants may collect their documents for correction at Counter No. 10, available on the same day at 14:00 hrs.
After verification, the officers will print the legalization sticker, have it signed by authorized personnel, assign a legalization number, and affix the official seal. This confirms that the document has been legally authenticated according to the standards of the Department of Consular Affairs.
Document Collection and Enforcement
Applicants may collect their legalized documents at Counters No. 7–10 between 08:30–16:30 hrs within 2–6 working days, depending on the date of submission.
The general processing timeline is as follows:
- Submitted on Monday → Collect on Wednesday
- Submitted on Tuesday → Collect on Thursday
- Submitted on Friday → Collect on Tuesday
If the collection day falls on an official holiday, the date will automatically be postponed to the next working day.

Legalization plays a vital role in maintaining Thailand’s international credibility by certifying that official signatures and seals are genuine and have not been forged. Once legalized, documents can be lawfully used abroad for purposes such as visa applications, study, employment, or marriage registration.

About Certified Translators, Translation Certifiers, and Certified Interpreters of SEAProTI

17 ตุลาคม 2568, กรุงเทพมหานคร – ในยุคโลกาภิวัตน์ที่ประชาชนมีการเคลื่อนย้ายระหว่างประเทศอย่างเสรีมากขึ้น การใช้เอกสารทางราชการข้ามประเทศจึงกลายเป็นเรื่องจำเป็น ไม่ว่าจะเป็นการศึกษา การทำงาน การสมรส หรือธุรกรรมทางกฎหมายระหว่างประเทศ เอกสารทุกฉบับที่ออกโดยหน่วยงานของรัฐต้องผ่านกระบวนการ “รับรองนิติกรณ์เอกสาร” (Legalization of Documents) เพื่อยืนยันความถูกต้องแท้จริงของลายมือชื่อ ตราประทับ และสถานะของผู้มีอำนาจลงนาม ซึ่งเป็นกระบวนการที่อยู่ภายใต้การดำเนินงานของ กองสัญชาติและนิติกรณ์ กรมการกงสุล กระทรวงการต่างประเทศ
ขั้นตอนการรับรองเอกสารเบื้องต้น
ผู้ยื่นคำขอเริ่มจากการเตรียมเอกสารต้นฉบับและแบบคำร้อง โดยต้องติดต่อที่ แผนกรับรองเอกสาร ชั้น 3 กรมการกงสุล ถ.แจ้งวัฒนะ เพื่อให้เจ้าหน้าที่ตรวจสอบความครบถ้วนของเอกสาร ขั้นตอนนี้แบ่งเป็น 2 ประเภทของการให้บริการ ได้แก่
- บริการคิวด่วน (Express Service) เวลา 08.30–09.30 น.
- บริการคิวปกติ (Normal Service) เวลา 08.30–15.30 น.
ผู้ร้องควรตรวจสอบว่าลายมือชื่อและตำแหน่งในเอกสารตรงกับข้อมูลในฐานข้อมูลของกรมการกงสุล เพื่อป้องกันการล่าช้าในขั้นตอนตรวจสอบภายหลัง
การยื่นคำร้องและการชำระค่าธรรมเนียม
เมื่อเจ้าหน้าที่ตรวจสอบเอกสารเบื้องต้นเรียบร้อย ผู้ยื่นคำขอต้องยื่นคำร้องพร้อมเอกสารที่ช่องบริการหมายเลข 2–6 จากนั้นชำระค่าธรรมเนียมตามประเภทของบริการ
- บริการปกติ: 200 บาทต่อ 1 ตราประทับ
- บริการคิวด่วน: 400 บาทต่อ 1 ตราประทับ
- ค่าส่งต่างประเทศ: 400 บาทต่อหน้า
หลังจากนั้น ผู้ยื่นคำขอจะได้รับใบเสร็จรับเงินเพื่อใช้ในการรับเอกสาร โดยเอกสารด่วนสามารถรับได้ในวันเดียวกัน ส่วนเอกสารปกติสามารถรับได้ภายใน 2 วันทำการ หรือเลือกให้จัดส่งทางไปรษณีย์ได้เช่นกัน
การตรวจสอบและลงนามนิติกรณ์
เมื่อเอกสารเข้าสู่กระบวนการตรวจสอบ เจ้าหน้าที่จะคัดแยก ตรวจสอบความถูกต้องของลายมือชื่อและตำแหน่ง หากพบว่าการแปลถูกต้องตามต้นฉบับจะเข้าสู่ขั้นตอนการลงนามรับรอง แต่หากมีข้อผิดพลาด เช่น การแปลไม่ถูกต้อง หรือข้อมูลไม่ครบ ผู้ยื่นคำขอสามารถรับเอกสารกลับไปแก้ไขได้ที่ช่องหมายเลข 10 ในวันเดียวกันเวลา 14.00 น.
หลังจากผ่านการตรวจสอบแล้ว เจ้าหน้าที่จะดำเนินการพิมพ์สติ๊กเกอร์ ลงนามโดยผู้มีอำนาจ ออกเลขนิติกรณ์ และประทับตรารับรอง เพื่อยืนยันว่าเอกสารนั้นได้รับการตรวจสอบอย่างเป็นทางการตามมาตรฐานของกรมการกงสุล
ผู้ยื่นคำขอสามารถรับเอกสารได้ที่ช่องหมายเลข 7–10 ในเวลา 08.30–16.30 น. ภายในระยะเวลา 2–6 วันทำการ ขึ้นอยู่กับวันยื่นคำร้อง เช่น
- ยื่นวันจันทร์ รับวันพุธ
- ยื่นวันอังคาร รับวันพฤหัสบดี
- ยื่นวันศุกร์ รับวันอังคาร
ทั้งนี้ หากตรงกับวันหยุดราชการ กำหนดวันรับเอกสารจะเลื่อนไปยังวันทำการถัดไปโดยอัตโนมัติ
ความสำคัญของกระบวนการนิติกรณ์เอกสาร
กระบวนการรับรองนิติกรณ์เอกสารมีความสำคัญต่อความน่าเชื่อถือของประเทศไทยในระดับนานาชาติ เนื่องจากเป็นการรับรองอย่างเป็นทางการจากรัฐว่าลายมือชื่อและตราประทับในเอกสารเป็นของจริง ไม่ได้ถูกปลอมแปลง เอกสารที่ผ่านการนิติกรณ์แล้วจึงสามารถนำไปใช้ได้อย่างถูกต้องในต่างประเทศ เช่น การขอวีซ่า การศึกษา การทำงาน หรือการจดทะเบียนสมรสในต่างประเทศ
ในขณะเดียวกัน การปฏิบัติตามขั้นตอนดังกล่าวยังช่วยป้องกันการปลอมแปลงเอกสารและคุ้มครองสิทธิของประชาชนในการดำเนินการระหว่างประเทศตามหลักกฎหมายระหว่างประเทศ (public international law)
