The Role of Language Professionals’ Leadership in Advancing Human Rights and Peaceful Dispute Mediation
The training aimed to strengthen the capacity of civil society working groups to perform dispute mediation effectively, in alignment with human rights principles, while supporting equitable access to the justice system in Thai society.
The program focused on building essential knowledge and skills for community-level dispute mediation, including principles and techniques of peaceful mediation, an understanding of human rights and access to justice, and the role of civil society in reducing conflict and fostering a just society.
Such knowledge is particularly crucial for language professionals, who serve as communication bridges between disputing parties, state authorities, and the public. In contexts marked by legal, social, and cultural sensitivity, accuracy and impartiality in communication are decisive factors that directly influence the outcomes of justice processes.
Preparing for the Human Rights Award
Participation in this training also forms part of SEAProTI’s preparation for entering the Human Rights Award program, administered by the Department of Rights and Liberties Protection under the Ministry of Justice, Thailand.
The award aims to recognise and support organisations and individuals who demonstrate outstanding contributions to the promotion, protection, and development of human rights, as well as the establishment of peaceful mechanisms for dispute resolution in society.
Language as a Mechanism of Justice
The involvement of SEAProTI’s leadership and working team underscores the role of translators and interpreters as integral components of the human rights and justice infrastructure. Language is not merely a vehicle for conveying meaning; it is a critical mechanism for preventing misunderstanding, reducing conflict, and strengthening public confidence in the justice system.
Enhancing capacity in mediation and deepening understanding of human rights, therefore, represent another significant step in elevating the language professions, enabling them to contribute concretely to the creation of a society that respects human dignity and upholds sustainable justice.
The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has officially shared the qualifications and requirements for becoming Certified Translators, Translation Certification Providers, and Certified Interpreters in Sections 9 and 10 of the Royal Gazette, which was published by the Prime Minister’s Office in Thailand on July 25, 2024. The Council of State has proposed the enactment of a Royal Decree, granting registered translators and recognised translation certifiers from professional associations or accredited language institutions the authority to provide legally valid translation certification (Letter to SEAProTI dated April 28, 2025)
SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

บทบาทผู้นำวิชาชีพภาษาในการขับเคลื่อนสิทธิมนุษยชนและการไกล่เกลี่ยข้อพิพาทอย่างสันติ
เมื่อวันที่ 4 กุมภาพันธ์ 2569 ณ กรุงเทพมหานคร – คุณวณิชชา สุมานัส นายกสมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (Southeast Asian Association of Professional Translators and Interpreters – SEAProTI) พร้อมด้วยคณะทำงาน ได้เข้าร่วมการอบรมหัวข้อ “พัฒนาศักยภาพและประสิทธิภาพของคณะทำงานตามภารกิจของศูนย์ไกล่เกลี่ยข้อพิพาทภาคประชาชน” การอบรมดังกล่าวมีเป้าหมายเพื่อเสริมสร้างศักยภาพของคณะทำงานภาคประชาชนให้สามารถปฏิบัติหน้าที่ด้านการไกล่เกลี่ยข้อพิพาทได้อย่างมีประสิทธิภาพ สอดคล้องกับหลักสิทธิมนุษยชน และสนับสนุนการเข้าถึงกระบวนการยุติธรรมอย่างเท่าเทียมในสังคมไทย
การพัฒนาทักษะการไกล่เกลี่ยและความเข้าใจด้านสิทธิมนุษยชน
เนื้อหาการอบรมมุ่งเน้นการเสริมสร้างความรู้และทักษะที่จำเป็นต่อการทำงานด้านการไกล่เกลี่ยข้อพิพาทในระดับชุมชน อาทิ หลักการและเทคนิคการไกล่เกลี่ยข้อพิพาทอย่างสันติ ความเข้าใจเกี่ยวกับสิทธิมนุษยชนและการเข้าถึงกระบวนการยุติธรรม ตลอดจนบทบาทของภาคประชาชนในการลดความขัดแย้งและสร้างสังคมที่เป็นธรรม
องค์ความรู้เหล่านี้มีความสำคัญอย่างยิ่งต่อผู้ปฏิบัติงานด้านภาษา ซึ่งต้องทำหน้าที่เชื่อมโยงการสื่อสารระหว่างคู่กรณี หน่วยงานรัฐ และประชาชน ในบริบทที่มีความอ่อนไหวทั้งทางกฎหมาย สังคม และวัฒนธรรม ความถูกต้องและความเป็นกลางในการสื่อสารจึงเป็นปัจจัยสำคัญที่ส่งผลต่อผลลัพธ์ของกระบวนการยุติธรรม
การเตรียมความพร้อมสู่โครงการ Human Rights Award
การเข้าร่วมการอบรมครั้งนี้ยังเป็นส่วนหนึ่งของการเตรียมความพร้อมในการเข้าร่วมประกวด โครงการ Human Rights Award ซึ่งดำเนินงานโดย กรมคุ้มครองสิทธิและเสรีภาพ สังกัด กระทรวงยุติธรรม
โครงการดังกล่าวมีวัตถุประสงค์เพื่อยกย่องและสนับสนุนองค์กรหรือบุคคลที่มีบทบาทโดดเด่นในการส่งเสริม คุ้มครอง และพัฒนาสิทธิมนุษยชน รวมถึงการสร้างกลไกการแก้ไขข้อพิพาทอย่างสันติในสังคม
ภาษาในฐานะกลไกของความยุติธรรม
การมีส่วนร่วมของผู้นำและคณะทำงานจาก SEAProTI สะท้อนให้เห็นถึงบทบาทของวิชาชีพนักแปลและล่ามในฐานะส่วนหนึ่งของโครงสร้างสิทธิมนุษยชนและกระบวนการยุติธรรม ภาษาไม่เพียงเป็นเครื่องมือในการถ่ายทอดความหมาย แต่ยังเป็นปัจจัยสำคัญในการลดความเข้าใจผิด ป้องกันความขัดแย้ง และเสริมสร้างความเชื่อมั่นในกระบวนการยุติธรรม
การพัฒนาศักยภาพด้านการไกล่เกลี่ยและความเข้าใจสิทธิมนุษยชนจึงเป็นอีกก้าวหนึ่งของการยกระดับบทบาทวิชาชีพด้านภาษา ให้มีส่วนร่วมอย่างเป็นรูปธรรมในการสร้างสังคมที่เคารพศักดิ์ศรีความเป็นมนุษย์และความเป็นธรรมอย่างยั่งยืน
