SEAProTI in the ASEAN Context:

The recent membership of the Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) in the Office of Small and Medium Enterprises Promotion (OSMEP) and ASEAN Access marks a major milestone in institutional recognition. It signifies the formal integration of translation and interpreting into the regional professional service economy — reinforcing SEAProTI’s role as both a national and regional professional body that bridges language, policy, and economic development.

About Certified Translators, Translation Certifiers, and Certified Interpreters of SEAProTI
The Southeast Asian Association of Professional Translators and Interpreters (SEAProTI) has formally announced the qualifications and requirements for registration of Certified Translators, Translation Certification Providers, and Certified Interpreters in Sections 9 and 10 of the Royal Gazette, published by the Secretariat of the Cabinet, Office of the Prime Minister of Thailand, on 25 July 2024 (Vol. 141, Part 66 Ng, p. 100). The Council of State has proposed the enactment of a Royal Decree, granting registered translators and recognized translation certifiers from professional associations or accredited language institutions the authority to provide legally valid translation certification (Letter to SEAProTI dated April 28, 2025)
SEAProTI is the first professional association in Thailand and Southeast Asia to implement a comprehensive certification system for translators, certifiers, and interpreters.

มิติของนโยบายและสถานะทางสถาบัน
การได้รับการยอมรับจาก สสว. ทำให้ SEAProTI มีสถานะเป็นองค์กรวิชาชีพที่มีบทบาทต่อการขับเคลื่อนเศรษฐกิจฐานความรู้ของประเทศ (Office of SMEs Promotion, 2024) โดยสมาคมสามารถเข้าร่วมในโครงการสนับสนุนของรัฐ เช่น การอบรมเชิงพัฒนา การรับทุนสนับสนุน หรือโครงการสร้างเครือข่ายผู้ประกอบการมืออาชีพ ซึ่งช่วยให้สมาคมสามารถยกระดับมาตรฐานการรับรองนักแปลและล่ามได้อย่างเป็นระบบ (Sumanat, 2025)
ในเชิงนโยบาย การเป็นสมาชิกของสสว. ยังส่งผลให้สมาคมมีสิทธิ์เข้าร่วมในเวทีการกำหนดนโยบายด้านอาชีพบริการ (Professional Services) ซึ่งจะช่วยให้เสียงของผู้ประกอบวิชาชีพด้านภาษาได้รับการรับฟังในระดับรัฐ

การเป็นสมาชิกของสสว. และ ASEAN Access เปิดโอกาสให้สมาชิก SEAProTI ได้เข้าถึงการพัฒนาอย่างต่อเนื่อง (Continuing Professional Development: CPD) ผ่านหลักสูตรอบรม ทุนสนับสนุน และโอกาสทำงานระหว่างประเทศ (SEAProTI, 2025) นอกจากนี้ยังช่วยเพิ่มความน่าเชื่อถือทางวิชาชีพในสายตาของหน่วยงานภาครัฐ เอกชน และองค์กรระหว่างประเทศที่ต้องการนักแปลและล่ามที่ผ่านการรับรองตามมาตรฐาน
สำหรับสมาคมเอง การเชื่อมโยงกับเครือข่ายอาเซียนทำให้สามารถพัฒนา “มาตรฐานอาเซียนสำหรับผู้แปลและล่าม” (ASEAN Translator-Interpreter Competency Framework) ซึ่งจะเป็นรากฐานสำคัญของการยอมรับข้ามพรมแดนในอนาคต
มิติของยุทธศาสตร์ระยะยาวต่ออาชีพแปลและล่าม
ในเชิงยุทธศาสตร์ การเข้าร่วมในเครือข่ายระดับชาติและระดับอาเซียนถือเป็นการ “สถาปนาตัวตน” ของอาชีพแปลและล่ามในโครงสร้างเศรษฐกิจบริการ (Service Economy) อย่างเป็นทางการ ซึ่งจะนำไปสู่การพัฒนาในสามด้านสำคัญ คือ
- การรับรองข้ามพรมแดน (Cross-border Recognition)
- การสร้างมาตรฐานการฝึกอบรมและสอบเทียบระดับภูมิภาค (Regional Training Standards)
- การสร้างภาพลักษณ์ใหม่ของนักแปลและล่ามในฐานะผู้เชี่ยวชาญ (Professional Branding)
- การขับเคลื่อนเหล่านี้ไม่เพียงเสริมพลังให้กับสมาคม แต่ยังส่งผลโดยตรงต่อเศรษฐกิจสร้างสรรค์ของประเทศและภูมิภาคอาเซียนโดยรวม (UNESCO, 2021)

การที่ SEAProTI ได้เข้าเป็นสมาชิกของ สสว. และ ASEAN Access จึงมิใช่เพียงการขยายเครือข่าย แต่เป็น “การยืนยันสถานะของวิชาชีพแปลและล่ามในระบบเศรษฐกิจอาเซียน” อย่างแท้จริง นับเป็นจุดเปลี่ยนจากการเป็นองค์กรวิชาชีพเชิงอาสา ไปสู่การเป็น “องค์กรเศรษฐกิจสร้างสรรค์ระดับภูมิภาค” ที่เชื่อมโยงภาคภาษา วัฒนธรรม และเศรษฐกิจเข้าด้วยกันอย่างยั่งยืน

สมาคมวิชาชีพนักแปลและล่ามแห่งเอเชียตะวันออกเฉียงใต้ (SEAProTI) ได้ประกาศหลักเกณฑ์และคุณสมบัติผู้ที่ขึ้นทะเบียนเป็น “นักแปลรับรอง (Certified Translators) และผู้รับรองการแปล (Translation Certification Providers) และล่ามรับรอง (Certified Interpreters)” ของสมาคม หมวดที่ 9 และหมวดที่ 10 ในราชกิจจานุเบกษา ของสำนักเลขาธิการคณะรัฐมนตรี ในสำนักนายกรัฐมนตรี แห่งราชอาณาจักรไทย ลงวันที่ 25 ก.ค. 2567 เล่มที่ 141 ตอนที่ 66 ง หน้า 100 อ่านฉบับเต็มได้ที่: นักแปลรับรอง ผู้รับรองการแปล และล่ามรับรอง
